Kosovo Prime Minister Ramush Haradinaj made a move to the 91 students of Tetovo State University to move to the University of Pristina, which had previously been rejected by the Faculty of Medicine for not meeting criteria.

Among these students is the son of the prime minister's adviser, Luan Jaha. He has been denied the request for transfer from the Faculty of Medicine for non-fulfillment of conditions.

However, Republika Kosovo Prime Minister Ramush Haradinaj has asked the Senate to review the student's request for transfer from F.M. to Tetovo State University in F.M.

The request that went to Pristina University Senate yesterday has remained to be considered Thursday. The Faculty of Medicine, Minister of Education, the EU Office and educational NGOs are looking at this demand with scepticism, while some of them are also seeing it as interference in UP's autonomy.

The list of students refused for transfer from the Faculty of Medicine includes Art Jaha, son of Luan Jaha, adviser to the prime minister for health.

Art was refused to continue its third year in the UP after failing to meet the 60 ETC criteria and exams provided under the commission that made that assessment.

Luan Jaha just argued the prime minister's request, saying it is not an obligation but a suggestion and that the decision remains the Senate.

Prime Minister Rectorate's “Lerra is his response to the written request sent to his office by Kosovo students currently studying in Tetovo and that have applied for transfer to the UP. In the letter, the prime minister seeks to consider the opportunity to transfer students who have applied to transfer rather than become transfer. So the decision is in the reactor. Motive is a huge financial burden. The letter is signed by Prime Minister”, Jaha said.

Despite being asked, Jaha has not indicated that his son will benefit in the event of transfer from Tetovo to Pristina University. Art Jaha has not responded until the article was published.

All against the prime minister's idea

At the 45th meeting of the Pristina University Senate, a letter by Prime Minister Ramush Haradinaj was included at the fourth point of the agenda, calling for a review of the opportunity to transfer students from UT to the UP.

The decision regarding the Kosovo Republic of Kosovo prime minister's request to transfer the group of students from F.M.

Initially, KALLXO.com has requested a comment from Libor Chlad, the Vice-Chief of the Department for Outreach at the European Commission's Office in Kosovo on the matter.

Chlad raised concerns and questions about this requirement, which is said to have to be used the same meter for all.

We have supported the concept of rule of law in Kosovo for years. It's not a theoretical construction. Rule of law means that we use the same character for all. I understand that these students' transfers are used to pass payment exams in Kosovo. I think it's fair to ask if the university has the capacity to accept everyone that shows interest and if so, what is the impact on quality of studies? More importantly, what's the message we're sending to the new doctors? Do you want them to be like this when they treat you in the future? And what about those who haven't been able to get along regularly, maybe just a short drop on the test? How's that right?”, says Chlad's reaction.

Later, Education Minister Shyqih Bytyqi himself said he has not been informed of this prime minister's request, but, according to him, such a transfer should be based on criteria.

The minister said university independence should be maintained in these types of decisions.

I don't have any information on such a request regarding Tetovo University students for transfer to UP. What in this case should be considered is that the University of Pristina is an independent institution and should act on the basis of these principles”, Bytyqi said.

He added that achieving the number of students should be in accordance with the number of students allowed by accredited decisions, transferring students from UT to UP should be made in full accordance with the UA and regulations in force.

And according to him, transfer procedures must be carried out by the faculty itself in full compliance with the procedures and regulations in force, as should the equivalent of loans, subjects and grades by the faculty itself.

Similarly, the Dean of the Faculty of Medicine, Susan Manjuka Curliu, said this faculty had refused the transfer of these 91 students not to violate the initial criteria for transfer or simply study at this faculty.

The answers to these issues have also been sought by the Kosovo prime minister's office, but the same have not responded until the moment this article is published.

The Faculty of Medicine denies the prime minister's adviser.

Prime Minister's Faculty of Medicine leader and adviser Luan Jaha had various statements concerning the current situation of this faculty and the impact that the transfer of 91 students from Tetovo University may have.

The University of Pristina Medical Faculty has rejected 91 students' request from Tetovo State University for transfer.

Regarding the reasons why they had opposed such a transfer, Susan Manjuka-Kerliu, Dean of the Faculty of Medicine, spoke.

She said that Mrs. Arsyet for failing to approve the demands for 91 candidates is based on criteria (liter 1.2,2, and 3) ahead according to the UP/No Senate decision. 2/862 of the 10/10/2017 and UP Senate decision ref/No. 2/639 by 28.09.2018. (See FM/UP Web sites)

The dean listed the reasons why such a transfer would be harmful because, according to her, it would be contrary to the Agency of Discension (accepting the greatest number of students than is permitted by accreditation);

The approach, according to it, could harm the quality of regular education prosperity; there are budgetary implications (where according to a rough calculation is: 742 thousand euros; there are no sufficient infrastructure and academic staff to keep learning; the criteria for accession or admission should be the same for UT students as they are for our FMUP students, because otherwise it would be discrimination against our FMUP students.

She added that “We basically stand behind the transfer criteria that are envisioned according to the UP Senate decision. 2/862 of the 10/10/2017 and UP Senate decision ref/No. 2/639 date 28.09.2018”

On the other side, KALLXO.com on this issue also asked Luan Jaha, adviser to Prime Minister Ramush Haradinaj. He added that the Faculty of Medicine is also for increased student numbers.

“Transmortem has already had and are not presedan. The transfer is even arranged with the station. The readiness for increased student numbers has also had from the Faculty of Medicine and the Rectorate, while additional tools for assistants and concrete tools that will be separated from the Government in case of transfer will ensure that this transfer will not damage the quality of teaching”, Jaha said.

On this issue, the Organisation for Quality Growth in Education (ORCA) has said it constitutes flagrant violations of university independence.

This point constitutes the exclusive intervention in university academic autonomy. This demand has had to be refused by the Rector, who has failed today to complete his duties stemming from the statue approved by the Parliament of the Republic of Kosovo. This Statut, as well as the Law on Higher Education in Kosovo, have established that the university has autonomy for academic issues. This autonomy ... cannot be affected by such absurd demands coming from the prime minister and his advisers for their close interests or their family”, the ORCA response said.

They added that such intervention could also have consequences, such as the exemption of the ECAR Agency of Discension.

Our “experience with the interventions of the prime minister and his advisers is bitter, as an example comes Kosovo's exclusion from ECAR, which the exception is trying to overthrow with much effort as society, institutions and nongovernmental organisations. So ORCA invites the prime minister to deal with the works of the Republic that belong to the Constitution and other laws of the country, while the struggle for quality in education will make those who are not hampered by their own interests or their children” say further in response.

The prime minister who has proposed the decision to the UP Senate highly praised his adviser. In an interview for his 100-day job, Haradinaj had highly praised Jaha's personality and work.

Luan's beautiful polyvalent. I don't know why he's my advisor. It's probably from the best people I appreciate in health. I've known him for years, I know he's developed a lot of professional extra skills. The lion is an external health adviser. He's a beautiful living man, with knowledge and science. It's not that there's a lack of professional luggage, and as much as I don't know”, Haradinaj said.
