NATO's 1999 intervention was guided by the fundamental Western values of freedom, justice, human rights and the protection of human life. NATO came to our aid because it understood who we were, what we represented and what we were going through under Milosevic. They saw our plight. At the international conference in Rambouille, France, in 1999, our delegation accepted peace, while Serbia chose war, oppression, and ethnic cleansing. Our decision reflected our commitment to dialogue, common democratic principles and peaceful co-existence. I'm very sorry that Madeleine Albright, Ambassador Richard Holbrooke, Senator Robert Dole and others are no longer with us. They would have been extraordinary witnesses before this court. They understood both the context and the actions and goals of the Kosovo people, as well as Milosevic's determination to carry out ethnic cleansing and genocide. Serbia attacked Kosovo, and the people of Kosovo resisted. Without the resistance of the Kosovo population and without NATO intervention, Kosovo would not exist today.
