Government export ban may send some Kosovo companies with active contracts to court

The Kosovo government two days ago decided to temporarily ban the export of certain food products. Among them are wheat, corn, flour, food oil, kitchen salt, and sugar - with the aim of storing food supplies - writes Periscope. Prime Minister Albin Kurti stated that the purpose of this decision is to ensure sufficient supply [...]

Prime Minister Albin Kurti said the purpose of this decision is to ensure enough citizens' supply, at this time of crisis. Nevertheless, statistics show that these small products are sent abroad.

“Invasion and Russian military aggression in Ukraine has influenced the chain of food supply to Europe, the Ministry of Industry, Trade and Trade with relevant institutions and fairies in the market has forwarded the price of products to the country and the evidence of goods exports. Today MINT has brought the decision that prohibits export and re-export of certain agro-food products”, Kurti said in his reasoning.

Periscope has found that two major companies in Kosovo that expert on flour and oil have contractual relations with several international companies, and therefore are obliged to comply with the export contracts of goods, otherwise there is the risk of ending up in courts.

Periscope has asked Kosovo Customs spokesman Adriatic Stavileci whether the decision is being implemented, but the same has not returned.

During yesterday's Periscope has sent questions to the office of the prime minister and the Ministry of Commerce about whether the expert products have been consulted and what will happen to the active contracts local companies have with international ones. These two institutions have not answered either of these two questions.

Although the stop is made for corn, wheat, and flour, few of these products are sold abroad. More expert is flour, which is called with the customs code <x0miel of ordinary wheat or sperm”. Kosovo, in an amount of about 40 per cent, covers needs from the domestic market, the rest are covered by import. Among the single companies, but also some smaller mill, which imports wheat, is the mill in Xrxe “M&Sallos”.

Periscopi has learned that this company has several active contracts with foreign companies to supply flour. In fact, such a thing is seen from the website where partners are traded. Yes, this is also seen from the static of Kosovo Customs to the report on import and export.

Periscopi has contacted representatives of this company over the phone to learn what they will do after the government's <x0-block” with the active contracts they have with companies outside Kosovo, and whether the government consulted them, from this company have said that only more writing can answer those questions. But they have not responded.

Kosovo Customs statistics for the first three months of this year show that about 530 thousand euros has been exported by ordinary wheat or sperm.

It has not been shown how much, but export has been done in these countries, such as Albania, the Central Republic of Africa, Croatia, Mali. The last place where the flour was interviewed on Mars was Sweden.

Prime Minister Albin Kurti visited the plant for production and oil processing in Gjilan “Floil”, which in 24 hours produces about 100,000 liters. Even so, the company does not cover domestic market needs, and most consumption is covered by import. No matter what, the company sells oil in several countries. Periscop also contacted the representatives of this company. They've asked questions to be sent to enamel, but then they haven't answered.

According to Customs data, the export of oil from this company in the last three months has been more than 400,000 euros. The company has obligations to some contractors in Montenegro, Sweden, Albania, Serbia and Northern Macedonia.

The government has also banned the export of white sugar. In Kosovo there is a factory that did sugar processing, but it does not sell sugar outside Kosovo. At least that's how Customs statistics show in the first three months of this year.

Industry, Intervention and Trade Minister Roseta Hajdari missed a product when she sent the list of stops to the prime minister. It's about salt suitable for consumption.
