ATK block accounts of over 1,200 businesses, how it pays off tax debts

Since 1 May, the Kosovo Tax Administration has started blocking business accounts, which have not paid off tax obligations. In an answer given Wednesday, The ATK has made it known that between 1 and 5 May it has blocked over 1200 accounts. Until the date of 05.05.2021, the number of accounts [...]
Until the date of 05.05.2021, the number of accounts blocked is over 1200. ATK from the 01.05.2021 date continues with accounting jam procedures against all taxpayers who have tax debts. There are no limits to the balance of accounts, but priorities are determined to handle large debts”, the ATK response said.
In January of this year, with Government's decision, the account deadlock had been postponed until April 30th as a relief measure for taxpayers, due to the situation created by the pandemic COVID-19.
During this time businesses have been given the opportunity to negotiate agreements with ATK for paying debts in installments.
“in the January-April 2021 period, 799 total debt deals worth 30,093,862.48, and pre-accession payment for deals worth 5,969,143.10. The total debt totals more than $3,000.00, 82% of total debt, respectively, make up 7030 taxpayers”, said further in the ATK response.
But, according to economics expert Safet Gerjaliu, blocking the accounts of businesses that have suffered from pandemic is another blow the country is being given this time.
Instead of the state being a protracted hand to support economic recovery and a contingent of business activities, the closure of private sector bank accounts has recently begun, which is indeed a coup in Kosovo. It is a time when there should be more public-private dialogue and private sector, since it has not been helped enough and properly, at least not be fined”, he has said.
For businesses that do not pay off debts in ATK, in addition to blocking the account, the measures could amount to seizures of property, sales of confiscated property, to the establishment of criminal indictments in the field of taxes.
