Although born as Catalonas, Borrell is known as a warrior of a unique Spain and says no comparison between Kosovo and Catalonia can be made.
European diplomacy head in interview for Serbian public television RTS has talked about the details of his visit to Belgrade and Pristina, resolving the Kosovo problem and Serbia's European path.
We need to resume the dialogue and it is up to the European Union to help in this direction. I think we should be active. If nothing is done, the problem will remain unresolved and Serbia and Kosovo's path towards the European Union will be jeopardised. I know that in recent months tensions have increased between the two sides when it comes to tax and diplomatic activity. Tensions must be reduced to return to a situation where dialogue is possible. For us in the European Union, this is an investment. We're doing it for ourselves, not for reconciliation and peace. We'd like that to happen in the Western Balkans”, Borrell said, follows Telegrafi.
Asked how he views him as the High Representative of the EU, the initiative of the United States and the special envoy of President Trump, Richard Granel, to focus on the Kosovo-Serbia dialogue and whether the US will take over the negotiations and whether the EU will appoint a special representative for dialogue, Borrell said the European Union will not compete with the United States.
We are not in the race with the United States. I think the economy is everything to President Trump, but politics is extremely important. This is not an economic problem, but also economically, the European Union has invested a lot of money in Serbia and Kosovo, much more than the United States. We'll keep doing this and help him. We don't compete with them”, he said.
Everyone must contribute to the dialogue process and one day there can be normal relations between people in the Western Balkans, as it is today in the European Union, where borders are invisible. It may be a good idea to have a special envoy for the Kosovo-Serbia dialogue, someone who knows the region well, who is an experienced diplomat, who has my faith and strong skills, because that is a problem that should be addressed on a daily basis, and not occasionally put by Berlin and Brussels to say something. He must be fully committed to this until the” agreement is reached, the chief of European diplomacy said.
Furthermore, Borrell has also talked about the stance of his state Spain, which is one of five EU countries that have not recognised Kosovo's independence.
I was Spain's Foreign Minister, a country that did not recognise Kosovo's independence for a good reason. I am no longer the chief of Spanish diplomacy and have a responsibility to Europe and have to forget my country's position and defend the European position. The European Union has not recognised Kosovo because it has no capacity to do so. Let's try our best to facilitate dialogue. I'll work on it. People need to understand that when you work on a European level, you cannot convey your country's position”, Borrell said.
