What age allows a minor/or female to have sex in Kosovo and Europe?

Age of reconciliation [ang. Age of agreement is the age under which a minor is considered legally uncompetent to decide whether to have sex with anyone.

In Albania, despite numerous cases of minor rape, the consensual age is only 14.
