Although for this point the Kosovo Presidency has said there may be amnesty, which may also be a topic of discussion in the final phase of dialogue between the two presidents.
Gashi in an interview for Online Economy said it does not happen anywhere in the world to house crimes against a population, but that there may be forgiveness only for individuals.
Speaking of massacres committed by Serbian forces Gashi added it is unacceptable to have amnesty for the massacre of Recak, the Jasharaites, but also of families who lost in the war their most loved ones.
“We need to keep in mind that crimes against humanity or war crimes cannot be housed, housed neither on us, nor anywhere else in the world, individual crimes can be adopted or deleted various lists where people are engaged unjustly such as Interpol, but there can be no amnesty”.

Gashi also spoke of forming association of Serb majority municipalities, which, according to him, cannot have a Republika Srpska within Kosovo's territory, but a mechanism that cares for governance.
The European Union has since been reconciled and is part of the document saying that association should be part of the constitutional framework and cannot be outside the framework of the constitution of the Republic of Kosovo. There is no pressure, we expect even the question of association to be resolved under negotiations with Belgrade, but always considering that spirit should be maintained and the framework of the constitution of the Republic of Kosovo”.
“ ... cannot now have a Republika Srpska within the territory of Kosovo, there may be an association that cares for certain elements of governance, but cannot have an association with its own police or monitoring institutions, because the state of Kosovo has two levels of governance, central and local, there is nothing in the middle and it does not preservate the constitution because we have no right to accept something that is outside the<x> Constitution, Gashi added.
While, as for the leadership of the Pristina-Belgrade talks by President Hashim Thaci, Gashi says his constitutional authority should be respected.
Gashi said that if he does not like the president as the leader of the dialogue, then the process of his dismissal should start.
The Kosovo president also represents Kosovo abroad with the constitution, and has a right to sign or participate in such talks, so it is not that President Thaci is making any violations as far as his institutional role is concerned. Of course, President Thaci would have to have a broader political consensus because it would help the process itself as an individual and there is a consensus on institutional representation that should be the presidency, should be the parliament involved in the talks, it should be the government and political parties”, he added.
Gashi said it is strange how the Democratic League of Kosovo (LDK) is opposing the president from the start, since the same party has been supportive and president, EO reports.
“A part of the opposition, in this case the LDK is really strange when the LDK today turns out to contradict Hashim Thaci and we know that those legs have broken to make Hashim Thaci president and have entered domestic party conflicts.
