The U.S. publishes the official agreement with Iran. What does the 14-point text contain?

The United States has published the official text of the memorandum of understanding reached over the weekend with Iran.
A senior US administration official read the 14-point document specifying the provisions for the reopening of Hormuz Strait, easing some financial restrictions on Iran, and specifys expectations for addressing Iran's nuclear programme during future technical talks.
Titled “The Memorandum of Islamabad Understanding between the United States of America and the Islamic Republic of Iran”, the document was released after protests that his text had not been published.
This is essentially an agreement that allows us to open the Strait of Hormuz immediately, to engage Iranians to destroy nuclear dust and then give us an opportunity where, if Iranians improve their good behaviour, we respond by increasing the kind of economic relief and sanctions that can make them a more prosperous country”, the senior American official said.
The memorandum is expected to be officially signed Friday, opening a 60-day deadline to negotiate the final conditions of an agreement. CNN had earlier reported on a draft agreement defining the conditions. The official text published by the United States is similar, but with some language changes, and refers to a <x0methodology minimal” for neutralisation of Iran's highly enriched uranium reserves, which the draft did not mention.
The United States and the Islamic Republic of Iran have jointly agreed with confidence as follows:
1. The United States of America and the Islamic Republic of Iran and their allies in the current war are signing this Memorandum of Understanding to declare the immediate and permanent disruption of military operations on all fronts, including Lebanon, and pledge to start no war or military operation against each other from now on, and to refrain from threatening or using force against each other, and to ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent interruption of the war on all fronts, including Lebanon and other provisions of this paragraph.
2. The United States of America and the Islamic Republic of Iran pledge to respect each other's sovereignty and territorial integrity and refrain from interference in domestic affairs.
3 ) The United States of America and the Islamic Republic of Iran commit themselves to negotiating and reaching the final agreement within a 60-day maximum deadline, with mutual consent opportunities.
4 Immediately after the signing of this Memorandum of Understanding, the United States of America will begin removing their naval blockade and any disturbance or obstacle against the Islamic Republic of Iran, and will complete the naval blockade within 30 days. During this period, ship traffic will be in proportion to the number of pre-war traffic being restored from the Islamic Republic of Iran. The United States of America also vows to push their forces away from the vicinity of the Islamic Republic of Iran within 30 days after the final agreement.
5 After signing this Memorandum of Understanding, the Islamic Republic of Iran will make arrangements using its best efforts for safe passage of free commercial ships, in only 60 days, from the Persian Gulf to the Oman Sea and vice versa. Trade ship traffic will start immediately and, given the need to remove technical and military barriers, demining from the Islamic Republic of Iran will begin within 30 days. The Islamic Republic of Iran will conduct dialogue with Oman's Sultanate to determine future maritime administration and services at the Hormuz Strait, in question with other coastal Gulf states, in line with international law in power and sovereign rights of the coastal states of Hormuz Strait.
6 ) The United States of America vows with regional partners to develop a mutually agreed final plan, with at least $300 billion on the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalised as part of a final agreement within 60 days. All licenses, exemptions and permits required for relevant financial transactions will be provided by the United States of America.
7 ʹThe United States of America undertakes to interrupt all kinds of sanctions against the Islamic Republic of Iran, including UN Security Council resolutions, resolutions of the IEA Governors' Board and all unilateral US sanctions, priority and secondary, at a time agreed upon as part of the final agreement. The Islamic Republic of Iran and the United States of America recognize the critical importance of the issue of cutting sanctions mentioned above and expressed their intentions to address these issues immediately in negotiations aimed at reaching a bilateral agreement on them.
8 ) The Islamic Republic of Iran reaffirms that it will not provide or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to resolve the annihilation of stock-rich material in line with a mechanism that will be mutually approved in line with the schedule mentioned in paragraph seven, with minimal methodology being processed in the country under the supervision of the ISA. The two sides also agreed to discuss the issue of enrichment and other mutually agreed issues regarding the nuclear needs of the Islamic Republic of Iran, given a satisfactory framework that will be approved in the final agreement. The final agreement will confirm the provisions of this paragraph. The United States and the Islamic Republic of Iran recognize the critical importance of the nuclear issues mentioned above. They express their intention to address these issues immediately in negotiations aimed at reaching a bilateral agreement on them.
9 ) pending final agreement, the United States of America and the Islamic Republic of Iran agree to preserve the status quo. The Islamic Republic of Iran will preserve the current status quo of its nuclear programme and the United States of America will not impose new sanctions and will not impose additional forces in the region.
The 10th United States assumes that immediately after signing this Memorandum of Understanding and until the end of sanctions, the US Treasury Department will issue exemptions for the export of crude Iranian oil, oil products and derivatives, as well as all related services, including banking transactions, insurance, transportation, etc.
11 ) The United States of America takes on full access to the frozen or limited funds and assets of the Islamic Republic of Iran after the implementation of this Memorandum Understanding. The United States of America and the Islamic Republic of Iran will mutually agree on procedures related to the release of these funds during negotiations. Such funds, whether kept in the original account or transferred, will become fully used for payment for any final beneficiaries designated by the Central Bank of the Islamic Republic of Iran. The United States takes over to issue all necessary licenses and authorizations in line with the circumstances.
12 ) The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be developed to monitor the successful implementation of this Memorandum Understanding and future compliance of the final agreement.
13 After the signing of this Memorandum of Understanding, and on condition that the start of applying paragraphs 1, 4, 5, 10 and 11 of this Memorandum of Understanding, and continued implementation of these measures, the United States of America and the Islamic Republic of Iran will start negotiations on the final agreement exclusively on other paragraphs.
14 ) The final agreement will be approved by a binding UN KS resolution. /Periscope/
