Prosecutor: 52.5 tonnes of wheat, 200 thousand liters of oil and 120 thousandkg of sugar worth over 600 thousand euros did not come to Kosovo

The value of this commodity that has not arrived in Kosovo, according to the Prosecution, is over 600 thousand euros.
In the prosecution's file, businessman Ridvan Muharremi reportedly was the key person to have been negotiating with economic operators for the purchase of wheat, oil and sugar.
Muharrem helped two MINT officials break the law
Ridvan Muharremi is charged with illegally helping Irfan Lipovica and Haviz Gara had created conditions for negotiating with Turkish and Polish companies for buying wheat, oil and sugar.
According to the prosecution, Muharrem was the key person to negotiate the terms of contracts with economic operators for the purchase of state reserves.
Always according to the prosecution, Muharrem had negotiated the purchase of 10 tonnes of wheat from Turkey at the price of 4m 834 thousand and 778 euros.
According to the Prosecutor, Muharrem of these companies had previously had contractual and business reports.
Muharrem was involved in negotiating oil and sugar purchases from Poland, worth 276 thousand euros, but that neither oil nor sugar has arrived in Kosovo.
The prosecution charges Muharrem to have committed criminal work “in the conduct of criminal abuse of official position or authority by Article 414 concerning Article 33 of the Criminal Code.
The prosecution in rationalising the launch of investigations into misuse of the state reserve warns that in the coming days it will identify other people to be pursued on official duty.

Libovica illegally asked the government to bypass procurement procedures for the purchase of reserves
Irfan Lipovica is suspected that from month to month in the quality of the deputy secretary at MINT has exceeded legal authorisations, calling for the Government to bypass public procurement legal procedures for the purchase of state reserves.
The prosecution suspects that Lipovica made this request to limit competition and conceal violation of the law.
According to the prosecution, the government's decision on February 22nd, 2022, was taken on the basis of Libovica's illegal request for bypassing legal procedures for the purchase of reserves.
Lipovica is charged with illegally forming a Commission on Negotiating the State Reserve Supply Agreements for 2022, with which she ignored the open public procurement procedure.
Although the commission had been formed illegally, the prosecution charged Lipovica with bypassing the two Commission members and including Ridvan Muharremi in the role of mediator between the Ministry and Economic Operators from Turkey for the purchase of wheat.
According to the prosecution, despite the fact that the payments were made 100 per cent with economic operators from Turkey and Poland, wheat, reports “The Justice Trust”.

But the oil and sugar have not been brought in at all. As a result of these actions, public interest has been damaged at an altitude of 601 thousand and 940 euros”, the Prosecution has concluded.
Lipovica is tasked with misusing the official position by Article 14 of the Penal Code.
The race attempted illegally to bypass procurement procedures
Like Lipovica, Haviz Gara is charged with overcoming the legal authorisations of the State Reserve department, and has been illegally sought by defendant Lipovica to bypass procurement procedures for buying goods for state reserves.
Like Lipovica, Gara is suspected of demanding bypassing procurement procedures to limit competition and conceal violation of the law.

A month's detention for three arrested for near state reserves
Today, the Foundation Court in Pristina has assigned two Haviz Gara and Irfan Libovica officials from one month in custody, as well as businessman Ridvan Muharremi, who were arrested Friday.
The Special Prosecutor began the action on the raid of the Ministry of Industry, Trade and Trade Friday morning at 6am and went to businessman Ridvan Muharremi's property.
After the action, the ministry's two officials and the businessman came under suspicion of corruption and other criminal acts.
Minister Roseta Hajdari has said Friday that the two MINT officials are innocent and that they have not committed any legal violations until she has accused the police of illegally receiving state reserve documents, thus endangering national security.
However, Gzim Shala, senior researcher at the IKD, has explained that in the case of terms laid out with the Penal Procedure Code, the court issues a warrant for house or person control, it is not quite relevant whether the evidence seized through which the criminal work exam is targeted or not classified.
On Friday evening, Prime Minister Albin Kurti has published a video message with which he has accused the justice system of trying to bring the former rotten political charter back to power. He has said Rosette Hajdari is not a violation of the law and there is no corruption in state reserves.
The same language has been used by Economy Minister Iron Murati on Saturday, who has said that the justice system is aiming to bring down Kurti Government with spectacles.
Even a Vetevendosje deputy has declared that the justice system is serving the opposition and millionaires.
