The 130m-euro Laborators concession, the highest abuse in the Rama Government for which the opposition remains mute (the reason is Allaybeu)

Like Yannis Karathano used an incriminating company in the Netherlands to receive the 130m-euro laboratory concession. The contract was sealed three months before the company's signing! Marifhet with criteria met, hard evidence in SPAK's hands

On July 23, 2019, the LABORATORY company registers in Tirana NETWORKS, with a capital of $10m, which would implement the concession contract worth 130m euros of medical testing labs near university, regional and Sarajevo municipal hospitals and Lusnje.

The company is founded in June 2019, registered in July, while the Health Ministry had been binding the contract since April 2019.

The company is owned by three local companies in Albania, the Netherlands and France.

The first is LABOPHARMA KPS, founded in 2007 by Greek national Iiannis Xopapas and Yiannis Karathano.

The Labopharma company, designed for no tax duties and which has a license for sale of drugs, has 41.7 % shares, therefore laboratory concession

Today, Laboparma's owner are Janis Karathano with 50 % shares and T- company. MEDSS with 50 %s shares. T-owner MEDSS, a ghost company founded in 2021, is Sokol Ramiz.

Sokol Ramisi is also the manager of the laboratory concession.

The second company is AB Laboratory Bloods B.V. Capital $2.1 million, with addresses at Laan Van Meerdervoort 1224, 2555 CD Hague, The Netherlands, which has 33 % shares in the laboratory concession company.

The company was founded in 2007 and has no connection with the labs and diagnostics, but has financial activities as the target.

The company, with administrator Konstantinos Karathanos, is owned by the Albanian company Pegasus, the sole owner of Janis Karathano, with which it has received over 100 tenders in health worth about 20m euros. (The highest-valued tenders have been taken in co-operation with the Evita company of Claude Allaybut, the beneficiary of the 84m-euro abusive concession of hemidialis.)

Karathano has bought and used a financial company in the Netherlands to create the idea of an international association of societies, earning the 130m-euro concession.

The third company, which has 25 % of the lab concession, is

EXIAB, a French company registered in France, with addresses at 208 Avenue Passeur 33600 Pesac, France, and No. Record 3223 191 106 R.C.S Bordeaux.

In all of this invented and interrelated company cartel with Janis Karathano, the only real company is French company E XALAB, with medical examination facilities established in 1998 with administrator Olivier MARQ and Valérie MARAZANOF, with capital of 4.8m euros.

The laboratory concession procedures began in 2015 by Ilir Beqaj and were finalised in 2019 by Ogerta Manastirliu. The contract was signed on April 24, 2019.

On the basis of the contract, hospitals pay the concession fee for all tests conducted on the basis of reference doctors' recommendations, always without exceeding the budget ceiling.

The ceiling is a monthly budget set for each hospital for analysis, which should not be exceeded.

At the end of May 2022, they would not refer to tests for their patients except to extremely urgent cases after the ceiling had been affected for that month.

So whoever got lucky did the tests, while others had to address the private, even though they paid for years of health insurance.

Facts of Corruption

On January 31, 2022, SPAK has recorded criminal proceedings no. 18 for criminal acts violating the equality of participants in tenders and public auctions, abuse of duty and passive corruption of persons exercising public office in connection with the laboratory concession.

The investigation was launched after a criminal release of the State High Control, which audited in 2021 the concession of medical labs.

The KLSH concluded that the Health Ministry had awarded the concession in opposition to the Law “on Conceptions and Private Partnership”, argued the commission's commission members for the concession and asked for the contract settlement.

According to the KLSH, the International Investment Corporation (IFC), part of the World Bank, had requested the disqualified group of winning companies, as an Albanian company was on prosecution in Spain.

The International Investment Corporation has voiced serious concerns about the integrity of the company registered in the Netherlands, AB Labatory Soluctions, filed for fraud and financial crime.

The KLSH also estimated that AB Laboratory Solutions B.V was used as a crust to cover the real percentage of shares in the consortium. The split was turned off, as two seemingly different companies were actually one, owned by Janis Karathano.

“. . If Pegasus himself was represented as a shareholder in the established consortium, then his turnout results in 75% of the shares, rather than the division that was presented in the consortium agreement..., which naturally changes the terms of the assessment, which most of his obligations are due to be fulfilled legally and financially,” is said in the KLSH report.

While Laboratory Networks has claimed that “the winning consortium, clearly and unequivocally, has met all technical, financial and legal requirements and competition criteria as a whole, and above all, has been selected since it has offered the lowest prize in this race...”.

While, the concession commission at the Health Ministry claims that information about the investigation into Karatano éholando company in Spain is not true.

There have also been six members of the concession-responsion commission, namely Silva Novi, responsible for the Standards and Hospital Protocols sector at the ministry, Leonora Horanliu, responsible for the Programming and Budget Monitoring Sector at FSDKSH, Ariola Kromi, co-ordinator at the Biochemical Laboratory in QSUT, Anjeza Alliu, responsible for the procurement sector, Gazmir Wehbi economist at the Conception Treatment Management Agency and Alum Ali economist at the Competition Management Agency.

It has been recorded in the SPAK for violations of equality in tenders as well as director of the Directorate of Policy and Development at the Health Ministry Beqo, who was chairman of the bidding assessment commission, as well as the two members of KVO Olition Dhono, director of the National Bio Medical Technical Centre and Olsi Akschi, responsible of the Ankes and Administractor and Administration.

Can these 10 officials sign a 130m-euro concession outside of the range of Minister Ogerta Manastirliu?

Can Manastirliu himself finalise a concession at such cost and with many questions?
