The report for Serbia has stressed the continued discrimination Albanians face in Serbia. The question of passive display of addresses has been mentioned.
The ethnic Albanian “was subject to discrimination and non-professional unemployment. Albanian leaders in Serbia claimed that the government disproportionately targets ethnic Albanians by means of a lack of address by reducing the official figure of ethnic Albanians living in Serbia.
Article 18 of the Citizens' Dwelling Law in Serbia allows the Ministry of Interior to remove individuals from the civil registry (through follow-up) if the ministry finds they do not live at their registered address.
Police do this through spontaneous visits, although it is often done over the past few hours and only one visit is enough to decide if the person is not in the apartment. According to a 2021 Helsinki Committee for Human Rights report in Serbia, it shows that the informal implementation of this government law aimed at it constitutes ethnic cleansing through administrative methods”.
The report also mentions the hate language and discriminatory language that continues to be used against Albanians by the media, public personalities, politicians, sportsmen, and social media users as a result of failing to implement the laws in power, and by emphasising intelligence service chief Alexander Volin.
Through This Report The UN joins the European Parliament's call for independent and thorough investigations into claims and for Serbian authorities to ban all discriminatory practices and targeting Albanians.
The report underlines that it is time for the Serbian government to take concrete action to address human rights abuse of the Albanian community and promote equality for all.
