In a pre-listed video, the Ukrainian leader called for the creation of a special war programme and detailed Russia's crimes.
It also established a “reform” peace, including more military support and to punish Russia on the world stage, the BBC reports.
His speech was received by many in attendance.
In his opening address, Zelensky accused Russia of causing <x0 catastrophic revelation” with its “illegal fight”.
He spoke on the same day that Russian President Vladimir Putin summoned 300,000 military reserve for duty, a move that triggered rare protests on Russia's streets.
