Minister Ceku does not stop hand”, rewards the co-founded organisation with 100,000 euros

The Culture Ministry has rewarded a 95 thousand-euro non-governmental organisation co-founded by the minister of this government dictatorship, Hajrkulla Ceku. The Ministry of Culture, Youth and Sports since September 2021 has announced at least three public calls to help non-governmental organisations in the field of cultural heritage. The freshest one was August 18th, or five days ago, when among the beneficiary organisations, the organisation that was cofounded by current Minister Hajrula Ceku also figured.
“Fondation Lumbaride” just five days ago, it was announced that it met the criteria for dividing 70 thousand euros from the state budget.
Therefore, its “project LXX”, which envisions the involvement of concerts and exhibits, was supported by the MKRS among the remaining 51. It was one of the largest financial support on the list of beneficial organizations.

Despite the fact that Minister Ceku, who comes from Prizren, was among the four founders of this organisation, a possible intervention for the Kurdinje in the recent public call, where they were part of among the beneficiaries, has been denied.
Ceku was part of this organization until 2017. While the last meeting he attended was dated July 14, 2017, where the foundation's first board was appointed.
But new challenges awaited the minister that year. He began his political activity in the Republic of Albania. A little later, or on March 23rd of 2021, politics would bring Ceku to Kosovo, a very important position. On that day, he also officially took office as Minister of Culture, Youth and Sports under the Kurti 2 government as successor to former minister Vlora Dumosh.
“We don't have information on the level of information and evolution of the minister in relation to the last public call in which our organisation is among the beneficiaries who have met the terms and call criteria”, says the organisation's response to “Lumbar Foundation” for The online Paparaci medium.
In contrast to the organisation, the Ministry of Culture has not returned the answers to media questions on this issue if there is a conflict of interest that an NGO whose founder has the chief dictatorship that distributed thousands of euros for them.
However, this was not the first time the Prizren NGO received monetary support from the Ministry of Culture.

Prior to the considerable aid of August 18th, it was allocated another 25 thousand euros in two projects that were announced last September, respectively.

On September 10th, the Ministry of Culture made public the final list of the draft proposals of NGOs beneficial in the field of cultural heritage in 2021.
Of course, that “The Lumbardi” Foundation applied to this call. It took seventh place and received 10,000 euros from the Kosovo budget.
Also, the same had received five thousand euros more than in September, when three months later the list of winning NGOs under the Pack of economic revival at the Department of Culture and Cultural Heritage would become known.
The “programme annual of the Lumbardi Foundation” was in one of the positions that received the most state support. She felt the “state hand” again full of 15 thousand euros.
The organisation, which one of its founders has had Hajrula Ceku since 2016, has benefited 196,200 euros from public funds.
Among them, 170,400 euros come from the Ministry of Culture, or a little over half of which it won only at the time the ministry is leading Ceku with it.
Does that leave room for doubt about how an NGO gets 95 thousand euros in just less than two years from the man who was one of its founders? The Ministry of Ceku had no answers to that either.
“Since 2016, the total Lumbardre Foundation has benefited 196,200 euros from public funds (The Prizren Community 05,800/5 projects and MKRS led 170,400/7 projects), in various amounts provided by local and central powers by all political parties that have directed respective institutions”.

From the organisation, while denying that Ceku has been a member of its board, said they welcome reform on the culture financing model that came in 2022.
They even expressed gratitude that the MKRS Accounting Commission has decided to finance its programme LXXX, which marks the 70th anniversary of Kino Lumbardhi, with a grant of 70,000 euros, but not in raising doubts about their relationship with Minister Ceku, which was officially relative five years ago while working on the same job.

Ceku in this event had shown the social and historical importance of the Lumbard cinema as assets in defence of the state.
