“Gradin” is expected to be entered into the next “Sovereign Font”, but Behgjet Pacolli declares it as its asset

Behgjet Pacolli is not planning to give up “Grand Hotel Pristina”. For several years, it counts as its property, even though the Kosovo Courts do not recognise it as a buyer. But Pacolli is not familiar with local court decisions either. He's expecting an international decision, writes Periscope. Even in [...]
Even in this year's wealth declaration, in the quality of Kosovo deputy Pacolli has made the declaration of property at the Anti-Corruption Agency. Except that he has declared millions of assets and holdings in 34 companies, in the property statement register has written that he owns shares of the Grand Hotel as his real estate, as a common property.
According to statements, the value of the hotel is estimated to be 3m and 630 thousand euros.
“Hoteli Grand is Social Hotelie Company, which was sold by the Kosovar Good Trust Agency at the 8th privatisation wave through the Sppin-off approach, which was held in the month of October 2006. The new buyer, in addition to the price of 8m and 160 thousand euros, was obliged to invest 20m and 200 thousand euros during the monitoring period and employ 570 workers. One of the companies in the condom was Pacolli's, “MabCO”.
Due to the failure to meet these contract conditions, the Kosovo Privatisation Agency in May 2012 has decided to withdraw the stake in the new company, NCGrand Hotel, and return this company under its administration”.
On February 2nd of 2015, with the decision of the Board of Directors of the Kosovo Privatisation Agency, the Grand Hotel has been placed in the process of liquidation.
In 2007, with a secret deal, Pacolli's company through Zylqif Berisha, who would later be known as the owner of this hotel paid nearly 6m euros in the race to buy the object.
The money for the purchase of Grand Hotel has been paid by the Mabco Construction Account in Switzerland and through the largest Swiss UBS bank has been paid for the purchase of 40 per cent of the stake in the facility. The detailed investment project has also been submitted, and for these MABCO offered bank guarantees for 39m euros in investments -- an investment which, in addition to bringing Pristina shine -- would also employ the employment of hundreds of citizens” -- had clarified nearly a decade later Behxhet Pacolli himself.
Jobs, according to Pacolli, were to begin in precision under the contract with Spin OFF during 2007.
However, the political-backed mafia groups in Kosovo, through mechanisms that they had installed themselves, blocked everything, on the other hand, registering money paid by Mabetex via legal bank routes”, Pacolli had said.
In two decisions of the highest courts in Kosovo, neither he nor his company are recognised as buyers.
In July 2017, Pacolli's company “Mabco”, with headquarters in Switzerland, exercised indictments against the state of Kosovo at the International Court of Arbitrazhi, despite the fact that for the Grand Hotel, in 2015, the Supreme Court's Special Chamber and the Constitutional Court of Kosovo had set in sharp form.
Both had decided in favour of the Kosovo Privatisation Agency, which turns Grandie in ownership after problems with buyers. According to the Kosovo Privatisation Agency, but also based on the ruling of the Supreme Court and Constitutional Court's Special Chamber, Pacolli's Arbitrazh indictment lacks legal grounds.
That is because the courts of all levels in Kosovo do not recognise him as Grand's buyer.
In 2020 the Ministry of Trade and Industry in Kosovo had started with procedures to offer the social company “Hotel Grand” in Pristina, private investors. This is being done through the Law for Strategic Investment.
But then the process was stopped, and icyly, Kurti Government plans to put it into “Sovereign Font”. But for this to happen, he has to win the battle at Arbitrazhi Court with Behxhet Pacolli.
Already, the government has hired Qrim Qemim for offering legal expertise in millions' disputes against businessman Bedri Selmani and firm “MabCO” of Pacolli Behgjet. Professor of UP has testified in favour of the state against Selmani in October of last year. He is expected to do the same in the case of “MabCO”.
The Grand Hotel was inaugurated on April 25, 1978. It has an area of approximately 32,000 m2. The hotel is equipped with other objects: restaurants, taverns, coffee bars, night bar and conference halls.
Currently, various businesses operate in the areas of the Grand Hotel, starting with media houses, offices for various legal services, accounting, foreign organisations, banking devices, advertising spaces, and so on. /Periksopi/
