A normal state that aspires to being democratic, and that the values of rule of law and good governance have standard governance, the Constitutional Court's decisions do so without independence. In other words, it is the culture or minimal standard of respecting constitutional and judicial order that the decisions of the Constitutional Court be implemented by public institutions”, Miftaraj has said.
