Shea said the situation is not calm, while calling on the two countries to resolve the conflict.
According to him, it should resume dialogue, and the decision on license plates should also be postponed by 10 months.
The “is a very disturbing situation, it is not good news that there are many police people or others who have left Kosovo institutions. That doesn't normalize the situation. I would call on the leaders of the state of Kosovo to get more involved in this matter”.
We have a situation where these situations are driven by the license plate conflict. My opinion is that every European state has the right to insist that citizens have their license plates. Every country has a right to choose its license plates. But the situation in Kosovo is not normal for this to be done immediately. So I support the EU and the United States for this decision to be postponed for 10 months in order to resolve and avoid a” conflict.
The passage of time certainly helps. To begin with, a dialogue between the two countries should be developed, further to the extent of dialogue. The state of Kosovo must make a strategic effort to help Serb communities not be affected by their status and rights. It would be helpful for the Kosovo government to have a recognised agreement and from Serbia to make this situation more peaceful and less conflict”.
Shea stressed that it is important that Belgrade does not promote conflicts, charges or escalation.
“First we must have Kosovo and international authorities go to Belgrade and communicate. The Serbian part is strengthening its strength in Kosovo, and Belgrade is supporting them by not co-operating with Kosovo. We have the Kosovo side to be tolerant. This should also be required in Belgrade”.
The relations between the two countries are strained. Clearly, the atmosphere is not calm, and when there is such a issue as license plates, the situation escalates. The dialogue between the two countries must begin to unite in dialogue, to avoid these situations”.
In the end, he said Russia would be happy to have conflicts in the Balkans.
I don't think the 1999 case can be repeated. We need a full and legal recognition of Kosovo”, Shea said in Zone Zero.
