“No Kosovo-Serbia agreement without handling Albanian issue in Valley”

According to him, the Valley Albanians' issue is inexplicable because their position is a hostage to the agreement between Kosovo and Serbia. He has said that if the level of rights enjoyed by Serbs in Kosovo is unmatched by what Albanians enjoy in the Presevo Valley.
