Directors for Administrative Inspectation Bill: Government Aims to Fear Civil Servants

Kosovo Communist Association Chairman Saban Ibrahimi told Kosova Prees that at today's meeting there were 27 mayors in the country.
In addition to representatives from Podujevo, all the mayors have demanded that the proceedings of this bill be halted.

Many reasons were given why the proceedings of this law should cease. One reason is that there are certain laws that regulate this area. Mayors also praised that this law is contrary to the Constitution of Kosovo, as the Guardian of the Protection of Freedoms and Human Rights. But it is also contrary to the European charter on local self-government in terms of local level autonomy”, Ibrahim said.
According to him, if this bill is approved by parliament, local democracy is violated.
He announces that the same is allowed by an inspector to have the opportunity to inspect without warning for any public official.
These inspectors will have the right to enter the office of every public official and president and public official. And have access to their equipment with warning and unannounced even in light of schedules. It also reflects that these inspectors are monitoring buildings, premises, where they think they have access to inspection. He said inspectors can get all documentation, interview the parties and witnesses, photograph persons and audio-incisions and other documents. In this regard, he stresses that the prosecution can fix this, but not even an agency that is formed by the Government of Kosovo.

Several mayors stressed that this bill is being drafted to intimidate all public administration employees in Kosovo institutions, in this case local institutions. Under this bill, the inspectorate has the capacity to initiate disciplinary procedure against public officials, pronounce fines of up to 700 euros and also fire him.
At today's meeting of mayors has also been discussed with problems with collective contracts in education and health, problems with the failure of the Procuration Organization Board, the financial means of municipalities that are going to the reserve fund and local-level central co-operation.
