Democratic Party of Kosovo Chairman Enver Hoxhaj said today during the parliamentary debate on poor management of the education system during the pandemic that with this weak government Kosovo has not only remained the only country in the world without purchased and lost vaccines, but is also losing a whole generation in education, which according to him is just as fatal for a society.
In the last 30 years, three times this has been repeated. In the early 1990s, until we went violent into the parallel system, in the 1998-1999 war-war war period, and now in time of pandemic, 2020-21. Imagine a citizen who has first lost his step in elementary school, then middle school, and now his children are losing their step. This is a tragic situation for family and people that this government is not understanding or understanding. This is best witnessed by the lack of prime minister in session today. Even on that day when we talked about the loss of citizens' lives in lack of vaccines, even today when we are talking about the loss of generations in education, the prime minister is missing”, Hoxhaj said.
He has explained that losing a generation's capabilities according to analysis of international institutions means losing knowledge and skills for education, losing human capital and losing economic perspective in the future.
On March 12, 2020, with the government's decision, 450 thousand students and students were cut off. It was a dead end. Ad-hoc simulation. And of course, when you have no plan, you have no control over the situation, much less, performance control, at least quality control. In the new 2020/21 school year that began late, the only organization that had been organized was protective masks, temperature measurements, hand disinfectation, and physical distance. But what was not predicted was failure to organise the learning process according to the three scenarios: Learning at school; Learning in combination and teaching in distance. We were told that implementation of these scenarios would be made depending on the situation and specific conditions of educational institutions. So far, have we never learned how many schools have worked according to scenario A and B or even C? Because each of these scenarios speaks a lot about what state we are currently in education”, Hoxhaj said.
According to the head of the largest opposition party in the country, it has so far been clearly seen that the Kurti government has no political opinion, no structural opinion, no substantial opinion to manage education in the pandemic, as nothing is said of it in the government programme.
He has asked the Government that after failing to manage education in pandemic time, what is the plan for the medium-term future, since pandemic has not yet passed.
It has been more than a year since the beginning of the pandemic and the beginning of long-term learning, but Kosovo still does not have a standardised platform for it. Will he have one as well as when?
In many parts of the world, the organization of the teaching process in pandemic conditions has unified. In Kosovo it continues to be the distributed approach at the country level, where municipalities and schools, respectively, teachers exploit different platforms and teaching approaches. Have you discussed with municipalities, parents and experts? What are the arrangements for next school year?
How will the state-run destination and seniority test manage under these circumstances? What's the plan? All of this is about having a clear plan and a new education policy in pandemic. At this rate of vaccines, we will have an African opening trend, in 2024”, Hoxhaj said.
He said that the government had to have one year already had all the alternatives to teaching organization in pandemic conditions, but by now they haven't done anything.
You can't ask for a parent in Dragash and Istog to carry his own teaching burden without offering a support. You can't ask a teacher to adapt his knowledge to the needs of online learning without offering an example, a model he understands and can rely on. Remember, for those who know, crises are not just seizures, but also possibilities. But for the government, Kurti, the inability is the crisis that cannot solve any other crisis. Today, because of the inability and irresponsibleness of this government, they are losing another year, from September to third. And two years lost, one generation lost. This is unforgivable. The municipalities are left alone. Schools are left alone. Teachers are left alone. As we are the last country in the world and the region to provide vaccines, we are continuing to be the last country in the region to prosper education in time, Hoxhaj said.
