Otherwise, the Kurti government collapsed on March 25th, following the no-confidence motion vote initiated by the coalition partner, the LDK.
Meanwhile, the announcement of Hoti's decree came after President Hashim Thaci on April 22nd found that the Vetevendosje Movement -- as the winner of the 6 October 2019 elections -- had not taken advantage of the constitutional opportunity for the mandate's proposal, so it surpassed the LDK as the second party mostly votes in the last elections.
Vetevendosje had sent the matter to the Constitutional Court. After that, the Constitution on 1 May had decided as a temporary measure until May 29th, suspending President Hashim Thaci's decree to mandate Avdullah Hoti of the Democratic League of Kosovo for prime minister until a full decision.

Meanwhile, on May 28th, the Constitutional Court paved the way for forming a new government by a seven-pro vote and two against the president's decree, Hashim Thaci for the government's mandate, stating that the president's decree is in line with the Constitution.
