We, members of the Albanian American Civic League Board, are very concerned about the dangerous situation in the Republic of Kosovo after Prime Minister Albin Kurti's democraticly elected government collapsed.
The decline was the result of an unprecedented movement orchestrated by several members of Kosovo's political elite committed to advancing their personal interests, in co-ordination with President Trump's Special Envoy for the Serbia-Kosovo Peace Negotiations Ambassador Richard Green.
The Citizens League has always lobbied on the US government to co-ordinate with the European Union fully engage in finding a just and sustainable solution to the Kosovo-Serbia conflict. To our regret, Ambassador Green has seriously misused the process by pursuing a quick and easy solution.
He facilitated meetings between Serbian President Aleksandar Vuciqi and Kosovo President Hashim Thaci. Vucinqi is a chauvinist with deep hatred of the Albanian people. During wartime, he was Milosevic's minister of information and the favoured person of Serbian ultra nationalist Vojislav Sheshel, who was convicted of crimes against humanity in The Hague. He fully controls Serbia's institutions and maintains close ties with Moscow. Thaci is a politician who does not love most of the people of Kosovo and is considered one of the main players responsible for most of the country's failures over the past 20 years.
Even though Ambassador Green denies it, it has been widely reported that these negotiations behind closed doors have been focused on changing borders between Kosovo and Serbia to create ethnically clean states, contrary to policies imposed by America and Europe that borders are fixed and political solutions must be found within them. Changes of borders have always brought bloodshed to the Balkans.
Ambassador Green has openly taken Serbia's side, trying to accommodate their devastating demands. He has not put any pressure on Serbia to stop its campaign on countries that have recognised Kosovo's independence to recognise it and stop taking up arms from Russia. At the same time, Grenelli has put great pressure on the victim, Kosovo, threatening to freeze the US government's economic development programmes of the Millennium Challenge Corporation in Kosovo and withdraw American troops if Kosovo does not lift the tariffs for Serbian goods without preconditions. Grenelli has insisted that an agreement will be reached after Kosovo and Serbia resume dialogue, forgetting that all know that an agreement between the very bad actors -- Vuciqi and Thaci -- was negotiated in the summer of 2018 in talks led by the then foreign policy chief of the European Union, Federica Moghrini. It is amazing to see that Vuciqi, Thaci and Grendrell view the Kosovo Albanian people as very weak and too naive to understand what “correction of borders”, “disorder” or “demarkation”: partition of Kosovo and the creation of Greater Serbia. No doubt, partition would brave both Serbia and Russia and their hegemous aspirations for dominance in Southeast Europe and entry into the Adriatic Sea.
Ambassador Green's role was clear by firmly arming the leader of the Democratic League of Kosovo (LDK) Isa Mustafa to separate from Vetevendosje (LVV) in order to bring down the LV coalition government V-LDK of hope and change, led by two more publicly supported politicians -- Prime Minister Albin Kurti and Parliament Speaker Vjosa Osmani, member of the LDK. Besides Hashim Thaci, Grenelli invited Skender Hyseni, former Foreign Affairs Minister and the representative of the old LDK coalition party's new guard to give instructions on how to complete this goal several days before the 25 March no-confidence proposal. The process of breaking down and destabilizing the democratically elected government is contrary to American values, against the will of the people of Kosovo and against the strategic interests of the United States. It was also shameful because it was happening at a time when Kosovo, America and the whole world are struggling to save lives as the Coronavirus is spreading. Most European representatives have voiced their opposition to political intervention of the Trump administration in Kosovo. If Thaci and his associates encouraged by Ambassador Green try to get the government without new elections or contrary to any constitutional provision, unrest and destabilisation in Kosovo will follow, and it is likely President Trump will be blamed.
-Based on many reports, the appointment of Ambassador Green by President Trump has also pitied European foreign policy leaders with Grenelli with the work behind the scenes and with no involvement of key European allies in Kosovo-Serbia negotiations. The European Union opposes any territorial exchange for very good reasons. The subsequent riots will have a stable political impact on the Balkans and potentially lead to instability in Europe for decades to come. As Kurt Bassuener and Bodo Weber declared by the Berlin-based Policy Council for Democratic think tank on April 2nd, a territorial exchange, meaning Kosovo <x0ndofs1>, implies a sudden break in American politics in the Balkans for two decades, opening an unprecedented transatlantic gap in terms of European security since the 1992-1995 war in Bosnia. “
We believe that access to the Trump administration to the Kosovo-Serbia conflict is essentially wrong and therefore destined to fail. Since Ambassador Green has lost the credibility of an impartial mediator, the Civic League calls on President Trump to remove Ambassador Green from his duties as Special Envoy for the Kosovo-Serbia dialogue. By charging an expert with knowledge over the Balkans, the United States may and should be able to take the lead role in resolving the Serbian-Albanian conflict once and for all, of course in co-operation with the European Union for reaching the agreement and implementing it. The Civic League also has serious concerns that Europe's appointed envoy for the Kosovo-Serbia talks, Miroslav Lajcak, is the wrong choice for this important position because of his ties with Serbia during his role as special representative of the European Union in Bosnia and Herzegovina between 2007 and 2009, and after coming from Slovakia, one of the five EU member states that have not yet recognised Kosovo's independence.
A permanent solution to the Kosovo-Serbia problem is difficult, but it is possible. A mutual recognition of existing borders with guarantees for protecting equal political and human rights for minorities in Kosovo and Serbia is essential. But that can only happen when America and the European Union also support a final, comprehensive agreement on normalising relations between Kosovo and Serbia that starts with the admission that Serbia has blocked any proposed agreements since the start of “technical talks” between Belgrade and Pristina in 2011. As Shirley Cloyes Diogoodd stated in her testimony to the House's sub-commission to Europe in 2013, lasting peace and stability “will only happen when Serbia recognises Kosovo's sovereignty and accepts Kosovo in international institutions, when it gives equal civil and human rights to Albanians in the Presevo Valley (at a level of rights that Serbs in Kosovo currently enjoy), withdraws from its parallel structures in northern Kosovo and focuses on Serbia's economic and political development. Once that happens, the Kosovo government will have to focus on establishing a true democracy and rule of law something it has failed to do enough because of the lack of sovereignty and corruption of many officials in its government. “
Our hope is that those politicians who have already drastically damaged Kosovo will realise they have gone too far. Their claim that they are pro-American is ridiculous, as everything they have done in Kosovo for almost 20 years has been anti-American and anti-Albanian.
We also hope that Kosovo's new leaders, Albin Kurti, Vjosa Osmani and others like them, understand their historic role to get Kosovo out of this terrible situation. As Kosovo's provisional government, they should focus on fighting corruption, economic development and the welfare of its citizens, including minorities. They must stop any conversation from anyone who could harm independence,
territorial integrity, and the sovereignty of the Republic of Kosovo. We also hope that the government will not undermine the opposition and instead offer a seat on the table to deal with Serbia and promote and advance the pro-American and pro-European heritage.
In the democratic elections of October 6, 2019, the people of Kosovo voted for positive change, giving Vetevendosje and LDK a golden opportunity to implement the change. The vote marked a turning point in Kosovo politics. We believe that the love, respect and admiration of the Albanian people for America will not be lost, as a century must be built. However, the attitude toward one's rights and freedom is always the right thing to do. An American ambassador and several administration officials do not represent sustainable American values. They're all temporarily in effect.
We want to assure the people of Kosovo that the Albanian Albanian Civic League, led by Joseph J. Diogard and Shirley Clones DioGuard, like the only lobby registered in Washington, DC, will continue to work hard to promote and protect the legitimate rights of the Albanian people, just as the Civic League has done for the past thirty years. We've been able to change the policies of many American administrations through our work with foreign policy leaders at the U.S. Congress, and we'll continue to do this in different ways and even stronger before and after the end of the coronary pandemic.
We do not support any particular political party in Kosovo, Albania, or other Albanian lands. But we support those politicians who work hard for the national interests and the people they represent. The same applies to the American government: We support those political leaders who are workers, conscientious and effective representatives of the people, and we reject those who are concerned only about their personal interests and the continuation of their power. We stand firm and proudly on the Albanian national issue and hope to advance a successful democratic and economic future in Kosovo.
