Political liberalisation has affected the decline of Kosovo technical dialogue achievements- Serbia

At a table where it was discussed for the achievements of Kosovo-Serbia technical dialogue, it suffered as a positive agreement, installing local government in northern Kosovo, the justice agreement, free movement between two states and telecommunications.
But how the lack of this technical dialogue was said to have been the pale appearance of agreements on citizens, as due to political polarisation and the lack of a platform for this dialogue.
Group for the Balkans Director Naim Rashit said some of them have not had the necessary impact.
“Agreements like ADR, free movement agreements, customs stamp recognition agreements, agreement for the integration of courts, prosecutors, police have had far less impact on practice than we thought. Of course, there are also agreements which have not been implemented and which have caused confusion and divisions by increasing the negative political discours”, he said.
Civil society activist Florentina Hajjadri presented some of the agreements reached, which, according to her, have had a positive role in Kosovo.
“Political publicisation, lack of platform, inadequate unification of political structures and representatives in the country, has just made it affect the faintness of technical dialogue achievements. Also, perhaps another problem is that most of the acts and citizens do not know who is influenced by technical dialogue... Installation of local government in northern Kosovo is a result that must be shot at the table often. Kosovo's sovereignty has been completely lacking until local elections have been held. There are many shades that need to be improved and analysed, but above all, the citizen has an address to run in search of services. As long as the process of integrating parallel structures is very slow in these institutions. The justice agreement, in addition to helping me integrate judges and prosecutors, has facilitated the treatment of different subjects in municipalities in the northern Kosovo region”, she said.
While the former member of the negotiating team, Gazmir Racic, said the agreement on the civil registry had significant impact on meeting the criteria for visa liberalisation.
The return of civil records has had a huge impact on meeting the criteria for visa liberalisation. We already have a compact and verifiable civil registry on the part of the EU”, he said.
From the Institute for European Affairs in Serbia, Naim Leo Beshiri said the entire process of technical dialogue has been a slow process.
“The biggest challenge why some of the agreements are not so successful or why we don't have more agreement is politicising dialogue”, he said.
Technical dialogue between Kosovo and Serbia started in 2011, and so far are signed about 33 so far, but some of them have not found application. /
