After being fired from the minister's position in Kosovo, Ricalo had been working in Serbia's Agriculture Ministry since March last year as state secretary.
Less than a month before taking office at the Ministry of Agriculture in Serbia, Ricalo was minister of the Ministry of Agriculture in Kosovo.
In early February of last year, then Prime Minister Ramush Haradinaj dismissed him from the minister's post after a major pressure from political opponents. The dismissal came after Pristina citizens in the quarter “dania” were accused of torturing and torturing Albanians during the war.
Rikallos' dismissal was also a condition of the opposition Social Democrat Party to vote the budget for 2019.
At the end of December 2018, the Kosovo Special Prosecution filed an indictment against Rikallos for the criminal act of “misusing the official position or authorization”.
