These were the first elections in free Kosovo, while marked by the large number of voters who had gone out to elect their local leaders.
The number of voters in this election was close to 1 million or 79 percent.
In this election, it has been voted on open lists, for a single candidate. Votes were held in 30 electoral areas.
Out of 920 seats, 869 counselors were selected, and three municipalities were appointed. There were no backup places. It was voted in 1,464 seats and had 380 voting centres. This election was monitored by 13,976 observers.
The elections were largely organised by the OSCE, while they also praised former Kosovo administrator Bernard Kuchner.
In this election, most of the municipalities had won The LDK, while the PDK was ranked the second party.
