So announced KKP Secretariat Director Dherem Krasniqi at the meeting held by the Kosovo Prosecutorial Council, where the quarterly report (April 2019) was presented about the activities and recommendations of the National Co-ordinator for Combating Economic Crime.
He said that during this period, the freeze and sequencing of property has continued, though he acknowledged that the seizure challenge remains.
According to him, it is positive that the freezings and sequentials of property have occurred for various criminal acts, but that unrecognised court decisions involving simple seizures remain disturbing.
Regarding criminal acts, Krasniqi said they want action procedures to be unified in cases of smuggling goods and money laundering, etc.
Chief State Prosecutor Aleksandar Lumezi said there may be a mandatory instruction from the State Prosecutor's Office for this if there is no unification in implementing procedures. According to him, it is reducing the number of cases dealing with economic crimes.
And so did KPK leader Bahri Hyseni, who said there should not be a recommendation. As for the seizure issue, Hyeseni said there is still a problem, as he laid out the sequencing has good results where all prosecutors have acted. In addition to successfully being seized, he said there is a lack of seizure, which he added should be a mechanism within the courts. Thus, the unrecognised report was voted by 8 votes in favour, 1 abstention and 1 against.
Prosecutor Laura Pula has presented the January 2019 Commission's report on the implementation of the Strategic Plan and Action Plan for Combating Corruption and Economic Crime. For the first six months, at the country's level, Pula said they have accepted 21 criminal allegations of corruption less than in advance.
As for economic crimes, she indicated that they inherited 402 subjects from 2018, while taking 193 new cases, of which she said 213 were prosecuted, while 384 cases remain. She said they committed 110.36 percent of the country's economic crimes cases, while with persons, she said 95.90 percent of the cases were prosecuted.
Disgusted with the prosecution's exercise was KKP deputy leader Arben Ismajli, who estimated that the number of subjects performed is very small.
He said corruption is the same everywhere, but prosecutors in different cities are not carrying out the classes. While Chief Prosecutor Lumezi said the Basic Prosecutor in Pristina handles the most complex cases, but that does not reason the small number of materials resolved.
Although the two reports were voted in, chairman Hyseni demanded that a report be brought to the next meeting, featuring the subjects the prosecutors are in charge of conducting.
