MIE explains that the opening of the contest for civil servants is not within the competencies of Minister Nga Hoxha.
We want to inform the public opinion that the Ministry of European Integration (MIE) implements employment competitions in compliance with legislation in force regulating the employment procedures of civil servants on the basis of the personnel plan approved by the Public Administration Ministry (MAP) and the Finance Ministry (MF). In this direction, it is necessary to clarify that opening the contest for civil servants is not within the ministers' competencies. )
Furthermore, we want to clarify to the public that under the agreement with the European Union about the Young Professionals' scheme -Young Cell Scheme (YCS) for this year, and based on the personnel plan approved by MAP and the MF, MIE has reserved 7 free positions for graduates of this scheme as it has consistently done. The same dedication of the European Integration Ministry has been regularly broadcast to the European Union Office in Kosovo. )
As a result of Minister Hoxha's continued engagement in 2018, the accommodation of graduates from the YCS has reached 100% in line with the EU agreement.
But even this year, we aim to reach the same goal, which means all graduates from the YCS will be employed within public institutions after their return to Kosovo.
Recall that the goal of the YCS programme is to build capacities for civil service in public institutions. In this direction, MIE has been addressed to all public institutions through a letter requesting that the employment priority be given to the new graduates from the YCS programme, within the civil servant competition.
Minister Hoxha, or the Ministry of European Integration, remains committed to implementing the agreement on the YCS programme as one of the most successful programmes in reforming public administration and building civilian service capacities.
