Volodin made comments Monday at Serbia's Assembly.
The lack of a clear European Union response to Kosovo provocations raises doubts that the EU is able to act as a mediator in dialogue between Belgrade and Pristina”, Volodin said, the Balkan Radio Free Europe Service broadcasts.
We consider that all sides should respect UN Security Council Resolution 1244. And those who do not respect it must take responsibility”, Volodin said at a special session of Serbia's Parliament, which was held on the occasion of his visit.
Resolution 1244, adopted in June 1999 by the UN Security Council, authorised an international civilian and military presence in Kosovo and established the UN's Interim Administration Mission in Kosovo (UNMIK).
Kosovo has declared independence in February 2008, leaders say mission UNMIK is already exceeded.
Serbia's President Aleksandar Vuciq said at the meeting with Volodin that relations between Serbia and Russia are very close, but that it is necessary to work on boosting economic co-operation.
Kosovo and Serbia, with EU mediation, have started dialogue on normal relations since 2011.
The process is currently stalled because of, as it has been said, the tax Kosovo has imposed on products imported from Serbia.
