The general directorate has engaged all capacities so that supplies with drugs and spending material can be stabilised as quickly as”, SHKUK spokesman Shpend Fazliu told Radio Kosovo.
Health Minister Uran Ismaili said the budget should be managed by hospitals, while the ministry will handle policymaking.
We have been relieved of that budget, because we have not needed to control the budget. Let it go to the hospital budget, to those who need it and to be budgeted near the patient”, Ismaili said.
Based on procurement procedures, which have always been a problem in this respect, there is no hope for improvement, says LDK deputy Haxhi Avdyli.
“Delegation of this responsibility at USKKUK can be seen by someone as decentralisation, but I think that seeing the amount of health organisation, I do not give hope, because now the director of USKKKUK can be said to be of much greater competence than the Ministry of Health, while the minister behaves more as director of USKKKU.”, he says.
Daut Kabashi, a patient, said he is unaware of who the budget is managed by, but he is desperate with the lack of drugs and, according to him, the situation in health is the same since after the war.
In a word... he lost his head to the end. What I know is, people are suffering. The lower layer of people, the middle layer doesn't. The high one's accrued to itself, and we're always in the same position, just with our strength, what we're capable of.”
The budget of the General Hospitals for 2019 is over 42m euros, while the one for KKUK is about 64m euros.
