In absence of financial means, the Law on Salat is not implemented until October

While Commission for Public Administration Chairman Nait Hasani tells Kosovo Press that because of illegal acts, the Law on Salaries cannot enter into force until October, while denying it could be another reason even because of budgetary means.

There are several other laws that begin to be implemented after two months, after three months, while the Law on Salaries is of its importance and can be enacted only after nine months”, Hasani claims.
While the Commission for Public Administration deputy chairman Shqipe Pantina of the PSD ranks emphasises for Kosovo that one of the reasons why the Law for Pay will not be implemented by October is the lack of financial means, as it is not envisioned with the 2019 budget.
There are two reasons why the Law cannot enter into force immediately. The first one, because the number of regulations that must be drafted is quite large and the procedures for drafting them should also be followed, and they are at least six months. And second, it's about budgetary issues, because the immediate introduction of the Law, responsible for some previous increases, is not included in the 2019 budget, and that could cause some financial crisis. Therefore, it is pre-priced for the Law to go into effect after nine months, although we as the PSD have voted for the law to come into force after six months of approval”, Pantina points out.
Meanwhile, officials from the Ministry of Finance and the Ministry of Public Administration have not responded to the implementation of the Pagan Law.
Finance Ministry spokesman Muharrem Sahini tells Kosovo that the responsible and implementing of the new Law for the Pagan is the Ministry of Public Administration, while the latter has said the Law is in the Assembly and do not feel responsible for this Law.
While university professor Muhamet Sadiku feels that the nine-month period of non-compliance of the wage law is unnecessary, and in his view, this length may cause problems for eventual changes in the law.
The start of its implementation by the month of October seems to be an unnecessary space. The law would have to start implementing earlier because this space somehow creates new illusions of the eventual amendments of the existing law because new correction requirements can be presented and somewhat offers an opportunity to lose a lot of energy even in this pre-emination period, notes Sadiku.
Otherwise, Kosovo President Hashim Thaci has not decreed the Bill on Salaries, while after completing the legal deadline, he has entered into force quietly. The wage law has a cost of around 120m euros.
