It says that the making of Boris Yeltsin's Russia as a full member of Nato would be “at least an impossible”, but it also adds that providing assurances of Article 5 ʹa fundamental principle of the nato founding treaty, promising commitment to collective defence responsibilities ♫ could be difficult for sending forces to the most distant countries of Europe to fight at Russia's wide borders.
Another possibility was claimed to be “creating a category for the accompanying members of Natos” giving Russia formal status to attend the meeting but without the guarantee of Article 5.
