Kosovo exits Serbia's energy regulatory system, joins Albania

Kosovo Transmission and Electricity Market System operator (KOSTT) and Albania's Transmission System Operator (OST) signed the Kosovo-Albanian Energy System Regulatory Agreement in Tirana on Monday.
In a communiqué to the public, KOSTT said the agreement was signed with the knowledge of the European Network of Operators of the Energy Transition System (ENTSO).
This agreement is scheduled to take effect in April 2020.
“Regulatory Block, consisting of two regulatory areas -- COSTS and OST -- aims at easier operating both electro-energenetic systems, both technical and economic. This will enable the easier operation and balance of both systems, the reduction of costs, and the exchange of reserves of”, the COSTT report said.
COSTT chief executive chief Ilir Shala was quoted as saying that with the signing of this agreement with Albania, Kosovo secedes from the umbrella of the Serbian regulatory zone (EMS) and becomes part of CO.
“This is the historic agreement for Kosovo and COSTT, since, so far, we like COST have been inside the Serbian Regulatory Zone (EMS), directly within the SMM (Serbia, Montenegro and Northern Macedonia) regulatory bloc. Now, with the signing of this agreement with the OST and the launch of its implementation in April 2020, we are definitely cut off from the umbrella of the Serbian Regulatory Zone and become part of Albania's OSTROOST”, Shala was quoted as saying.
Skerdi Drenova, general administrator of the OST, said this agreement creates favourable conditions for the opital exploitation of generation resources within the bloc.
