Analyst: President respected the law, Albin Kurti, to make government faster

The timely purchase of a coalition with the Democratic League of Kosovo is seen as Vetevendosje leader Albin Kurti's refusal to respond to the country's president's invitation to mandate him to form the government. During yesterday's day, the country's president, Hashim Thaci, has sent two invitations to LVV chairman, such as the first party out of the 6 October elections to term him for government formation, but that through a letter, LVV chairman Albin Kurti had said he could not respond to the invitation after being abroad.

However, at a meeting of the end of the year with journalists, Kurti has declared that such a meeting cannot be scheduled for today, until there have been numerous reactions that the first party to exit the elections should first propose a name for prime minister to the president.

Politologist Ramush Tahiri says that after the Kosovo Parliament's constitutionalisation, the president is obliged to call the winning party to consult to take the candidate name for prime minister, which, according to him, the president has rightly submitted the invitation to receive the proposal from LVV.

He says the president has respected the procedure, while adding that LVV leader Albin Kurti must rush to form Kosovo Government.

The president wanted to respect the procedure and respected it and also wanted to speed up the steps because the constitution was delayed and in this case he wanted to do it faster. Albin Kurti's ironising this under the term that it's rushing the president, but in fact, it has to hurry Albin Kurti and whoever wants to form the government, because the government that gets better and this rush is for good and is not ironic in this case. The issue is resolved that the president can also in writing address the party and write down the name and decree it, it is not necessary to meet”, Tahiri says.

Tahiri stresses that LVV leader Albin Kurti must quickly make the government, as any delay is harmful to the country.

If Albin Kurti needs to buy me time even if he finds shopping to buy, normally let him buy, but I think Albin Kurti should make the government faster and the timing issue and the question of appointment of ministers should be faster even because of the budget that is to be approved. Any delay is poorly expressed in the political situation but also in other circumstances. In this case LVV and Albin Kurti should make the coalition with LDK or with any party that offers co-operation and has numbers, while the prolongation cannot be done at the expense of President”, he says.

Meanwhile, political analyst Rasim Alija says that LVV chairman Albin Kurti's refusal to go to the president to be mandated is a buy of time to achieve a coalition with the LDK.

He says that even the country's President Hashim Thaci and LVV head Albin Kurti should not delay the establishment of domestic institutions.

We need to understand both positions, both the president and the president's claim for prime minister in this case. Kurt. The president's problem is that he has a position like that and he wants to put it in this case. The provision at this legal leak deadline, which is immediately after the mandate is issued, extends the term for forming the government, the 15 days it has at its disposal. Kurt. This is the purpose of the president, and Mr. His condition or refusal is to buy out time, at least two weeks or three more, so that he can reach a majority coalition, which has a deal with the LDK. But there are two opposing positions that we have seen even the outcome, it was the president's invitation and Mr. The time to meet... the important thing is that Mr. Kurt and Mr. Thaci will not delay the formation of the institutions of the Republic of Kosovo, but this will apparently remain in the month in January, because an agreement with the LDK is likely to be reached at this time as minimal”, he says.

As for the possibility of reaching a coalition agreement between LVV and LDK following the election of Glauk Konjufca at the head of Kosovo's Parliament, Alija says LVV should think of options the LDK will offer

He says LVV should think that if it wants to have a minority government that would have no more than a year and a half of life expectancy.

“There is still time for an agreement with the LDK, and the agreement could be in addition to the number of ministries that the LDK would receive, we can have demands that the LDK receive eight ministries and not move from the position for the president's bid. But it remains on the LVV as much as will accept LDK's bid, and most of all remains on LVV to consider each other option, because LVV options in this situation after the transition of the Parliament and after Mr. The Conjufca as chairman of the Parliament's LVV options for co-governance have only been reduced, and what the LVV can offer a possible party in this case and LDK is lowering this possibility in terms of offering positions. So, LVV needs to think seriously about whether there will be majority governments or minority governments, because it can create it alone because the LDK has offered it and I believe that under any circumstances it would vote on a dog by Mr. Kurt. However, many LVV governance would be unable or difficult, given the LDK's votes in forming the government, but also the votes of non- majority communities in government. It would be a minority government, and in all likelihood that government would not do more than a year or a year and a half, Alija says.

In terms of deadlines for prime minister, political and Constitutional circumstances connoisseur Mazum Baraliu, says Article 95 of the Constitution envisions since Albin Kurti is mandated by the president for prime minister, the first 15-day term for forming the government comes. If there is no vote for that, there is another 10-day deadline, and if not afterwards, the president announces new elections within 40 days.

But the next article, that 85, for Baraliu, envisions that the prime minister's mandate for prime minister, from the day it is mandated has about 60 days to form the government and, after that, again, declare new elections.

Besides these provisions, which are not allowed to offer the second party mandated is a 2014 decision by the Constitutional Court, allowing the second and third parties to offer their candidate for prime minister after the first party's failure.

As for President Thaci's invitation to the prime minister's candidate, Albin Kurti, Baraliu, seeking answers to this advisory invitation, says there is no more priority task of the winning party than to respond to constitutional requirements and obligations.

“There is no more priority task of the winning party than to respond to constitutional requirements and obligations. The Constitutional Obligation for the president is to consult the winning party to mandate and constitutional duty for the winning party and the exponent, Albin Kurti, to go and talk about the matter”, he says.

Meanwhile, the connoisseur of political circumstances in Kosovo, Albert Krasniqi, says the act of consulting the president with the political party, which has won the largest number of votes in the election to appoint the prime minister's mandate, does not imply formal meeting imperatives.

The president's panel of consultation with the political party, which has won the largest number of votes in the election to appoint the prime minister's mandate, does not imply formal meeting necessities. Consultation can take place in other official forms, through which the political party proposes the person's name for prime minister's mandate. The political party, which has both the relative majority and the absolute majority in the Assembly, has no need to present any evidence to the president who has the backing of the 61 deputies in the Assembly. Whether to have the votes needed for forming the Government is determined by the vote in the Assembly”, it has written on Facebook.
