He, in this case, will speak to a public comprised of students and members of civil society at the National Library of Kosovo.
Palmer will also meet with state leaders, while currently before meeting with incumbent Kosovo Prime Minister Ramush Haradinaj.
The meeting will be held at the American Embassy in Pristina, where Haradinaj has already arrived.
Likewise, Palmer is expected today at noon to meet President Hashim Thaci as well. The news was made known by the President's Cabinet, under which the meeting will be held at 1:30.
Otherwise, Palmer's visit to Kosovo had been warned earlier, but the date of the visit had not been set.
Before coming to Kosovo, Palmer stayed for a visit to northern Macedonia, Express reports.
The US Deputy Assistant Secretary of State was long ago appointed as Special Representative of the Secretary of State for the Western Balkans.
