It was the mid-1990s, and in Kosovo, one of the bloodiest massacres was being prepared by Milosevic.
It is interesting to know this will be the secret comment of the White House 25 years ago, where it comes to Albania's stance on Kosovo's status.
It is a meeting of former US President Bill Clinton with former Albanian President Sali Berisha.
Albania's leaders, as the document shows, have been highly confused about Kosovo's status.
Sali Berisha claimed to recognise Kosovo's autonomy within Serbia, while others -- including Prime Minister Alexander Meksi -- spoke of Kosovo's independence.
Next, this is what is said in the declassified document:
Albania's relations with Serbia and the former Yugoslav Republic of Macedonia (FYROM)
Serbia:
Albania and Serbia are represented in each of their capitals by one in charge of work. The Kosovo issue dominates Albania's relations with the RFJ (the Federation Republic of Yugoslavia. Albania is the only country to recognise Kosovo's “Republic”, declared by representatives of the majority of ethnic Albanians in this former Serbian autonomous province.
However, the Government of Albania has some uncertainty in its recognition. Berisha has declared that Albania recognises Kosovo as an autonomous entity within Serbia. Others, including Prime Minister Meksi, have talked about her independence.
> In August, following the re-systemation of some Krajina Serbs in Kosovo, Foreign Minister Serreqi wrote to the Secretary of State, stressing that the Government of Albania “will not be indifferent and will not take a passive stance” in case of a possible spread of the conflict in Kosovo.
Although Albania can do little to help Kosovo militarily against Serbs, it can provide weapons and encouragement in the event of conflict. It is totally unprepared for a possible influx of hundreds of thousands of refugees.
Albania has opened its military facilities for use by the United States and NATO, while fearing possible representatives from Belgrade for this co-operation
