40 teachers were employed in Ferizaj last year, without competition

In 2017, the employment of 40 teachers without recruiting procedures without competition was reported to have been by the Commission's chairman's decision in collaboration with the Directorate for Education in the Ferizaj Town.
But it was not known whether it was about former Mayor Muharrem Sfarqa or Chairman Agim Aliu, who was sworn in as mayor of the municipality on December 20th last year.
“According to the Labour Law, Article 8, the public sector employer is obliged to announce public competition whenever he accepts an employer and establishes a working relationship. The competition should be equal for all targeted candidates, without any discrimination, as provided with this law and other acts in force”, says the Auditor General's report, Insideder.
In the report, it is stressed that “Communa had employed 40 teachers in education without recruiting procedures (without public declaration), completely bypassing legal requirements. Their employment was done on the decision of the Chairman, who was based on the recommendation of the Education Director. ”
According to the National Audition Office, employment without recruiting procedures does not ensure competition and transparency, and increases the risk of selecting candidates without skills and professional experiences
The ZKA has called on the new mayor of the municipality to ensure “immediate actions have been taken to review this employment process, as well as to ensure effective controls so that the recruiting processes can be done in full compliance with the requirements of the labour law. ”
