Government of Spain spokesman Inigo Mendez de Vigo has declared this week that his country will not participate in European summits if Kosovo's symbols are present. But such warnings have been countered by Kosovo's top diplomat, Behgjet Pacolli.
Pacolli has said that Kosovo, like all countries in the region, will participate in the EU Summit, over May.
Kosovo, like all other countries in the region, will participate in the EU-Western Balkans Summit in Sofia in the month of May, where it is expected to be supported by all EU heads of state and government the clear and concrete prospect of enlargement, for all countries in the region, including Kosovo”.
Any attempt to undermine Kosovo's presence in the summit or exclude our state symbols represents a lack of vision and clarity for the region. By the time the Russian influence has increased in the region, it has become more than necessary

Pacolli has further said he has addressed his criticism of not recognising the five EU countries, which, according to him, are slowing Kosovo's walk.

Spanish Government spokesman Inigo Mendez de Vigo during the week had declared after the government's meeting that Spain is not interested in recognising Kosovo's independence and that the country's prime minister, Rajoy, will not participate in meetings where Kosovo is present
The Government's stance on Kosovo is clear and steadfast, along with five other EU states (Greece, Romania, Cyprus and Slovakia), we do not recognise Kosovo's unilateral declaration of independence”, the Spanish government's spokesman Mendez de Vigo has said.
