Kosovo Prime Minister Ramush Haradinaj has published his full speech delivered today to the Third Stabilisation and Association Council between Kosovo and the EU in Brussels today.

Among other things, the prime minister sharply criticises The EU for delays in abolishing visas for Kosovo and shooting barriers for its young people who have testified that when they have freedom of movement they achieve major successes in the world, such as in sports or other categories.

But the prime minister, in his speech to EU leaders, has not left without mention the idea of correcting the borders that are expected to be exercised in dialogue with Serbia, which is eased by the EU. The idea that is being strongly sought by the country's president Hashim Thaci.

Haradinaj has said that anyone who talks about Kosovo's borders and their change is Kosovo's enemy.

Read the prime minister's full speech, posted on his Facebook account.

Dear High Representative Moghrin,
Your Honor. Danielsson,
Honored representatives of EU member states,
The Republic of Kosovo welcomes the Third Stabilisation and Association Council between Kosovo and the EU, with the goal of reviewing progress and challenges on our European path.
Despite neglect and lack of clarity for our European perspective on the part of the EU, the Republic of Kosovo is strongly committed to EU membership as its top priority, as it continues to work consistently to achieve full implementation of the SAA, and to respect the obligations of our common contract.
I stand here today as prime minister of a sovereign state. I represent my people who have suffered for their faith in freedom and who continue to suffer even today.
With full conviction I can say that there is no place in Europe more devoted to European Union ideals than Kosovo. Our values are your values, our hopes for our children are the same as your hopes for your children.
Kosovo is dynamic society, which has even more dynamic youth. They do not enjoy freedoms that are normal for you. They cannot travel freely, they cannot trade freely, they cannot play freely, and they cannot be full and equal participants in the community of free nations. Despite this unfortunate fact, they break barriers, even without visas, reaching world-level results in sports, music, education, innovation. And that could easily have been Europe's achievement.
Even though Kosovo applied all the 95 criteria, as confirmed by the Commission in May, the answer we receive from the EU is half and hopeless.
Even in spite of full engagement in the European Reformation agenda(ERA), and the strong reforms undertaken to empower the rule of law and its institutions, Kosovo feels betrayed and disappointed by the EU. Our people are tested beyond what is reasonable and right. Time is not our friend. We need to see concrete progress.
Dear EU member states, this is my call to you:
We need to accelerate and concrete integration processes. The final goal of the journey is clear but still, it's not vulnerable to us.
We need a clear signal from you that you respect our achievements and that we have your support, actively, in realising free movement for Kosovo citizens.
The government and I have never questioned the importance of dialogue. This is the only way forward for Kosovo and Serbia to become equal members of the European family.
However, twenty years after the war, ten years after independence, and five years after the Brussels Agreement, the reality is that progress towards normalising relations between Kosovo and Serbia has been minimal, and in fact is now completely off track, especially with public discussion on the fatal idea of border correction and exchange of territory; It has seriously damaged the mediator's credibility, and has damaged the achievements we have made in the EU-brokered dialogue for more than 7 years.
Let me stress once again, I as Prime Minister and the Government of Kosovo strongly oppose and reject this idea, which will bring only new wars and tragedies to the Balkans. Whoever speaks of the border, or of the border, or of any correction for my decision, is our enemy.
As Prime Minister, I'm here to confront the truth, reality and orientation of my country, not what you want to hear, or what you've been informed of by someone else. The reality is that we are a sovereign, democratic and multiethnic state, and based on this undisputed truth, we want to reach a final agreement with Serbia. Therefore, as Prime Minister, I have moved forward and submitted a draft comprehensive agreement that you have seen, as the initial step towards reaching a legally binding final agreement between Kosovo and Serbia, in order to move forward. In addition, the Kosovo Parliament voted the Kosovo delegation for dialogue on 15 December. The delegation will be co-chaired by Deputy Prime Minister Limaj and leader of opposition Social Democratic Party Shpend Ahmeti. It is a comprehensive delegation with the goal of including other parties. This is the major step in our democracy and congratulates all Kosovo deputies who voted the delegation.
The final agreement aims to bring long-term peace and ensure European promotional future for both states. The United States' involvement in the leadership of dialogue is key, while the EU offers guarantees to fill the possible gap between the two countries. Let's be honest, open and live on this mission.
Dear member states,
We are very grateful for your help over the decades. You came to help us through difficult times. You helped us build what we have today.
But now is the time to move forward decisively and quickly as partners. And we must act now!
Thank you for organising the SAA Third Council between the European Union and Kosovo. Kosovo expects in the coming weeks and months to deepen and strengthen our contractual relationship.
Thank you.
