The head of the United Nations Organisation Mission in Kosovo, Zahir Tanin, stressed today the need to ensure that people throughout Kosovo society are fully committed to building long-term and lasting peace.
The Secretary General's Special Representative in Kosovo, Tanin, during his speech at the UN Security Council gathering in New York, spoke on recent political developments, including new possibilities for debate initiated by the review of the new framework for the exchange of territories proposed by Belgrade and Pristina.
Speaking of the new framework proposed at the Alpbach European Forum in Austria in August following preliminary negotiations, Tanan said this new dimension has created concern but also new impetus.
Despite the fundamental challenges and intimidation, the discussion has opened up the possibility for debate and review”.
Nevertheless, Tan insisted that the fundamental principles of the dialogue led by the European Union, including the establishment of the Association/Unitivity of Serb majority municipalities, are key to achieving progress on the ground.
While the promise of integration into the European family remains a powerful incentive for leaders to reach agreement, as was the European Commission's recommendation for allowing visa-free travel for Kosovo residents, SPSP Tan said the controversial actions, however, have potential to undermine the process.
Pre-unilateral actions, whether on major or small issues, carry the constant possibility of fuelling the situation on the ground”.
About the adoption of laws in the Kosovo Assembly to increase the power of the Kosovo Security Force, Tan said: “This issue should be addressed with the greatest possible care to ensure that the steps undertaken are the result of a fully inclusive and completely political process, in line with the relevant legal framework”.
Tanin reiterated UNMIK's commitment to prioritising continued and sustained confidence-building in Kosovo, advising the mission's continued work on implementing key recommendations released by the UN Trust Construction Forum in May.
Tanin told the Council that lasting and long-term peace can be built only with the involvement of all societies and representatives.
“Dedications from the highest levels that can be achieved through political negotiations, despite the intensity of international and regional support, are unlikely to result if they are not backed by the full understanding and trust of communities and individuals throughout society”.
