Five people were forced out of the building with several apartments in Dallas, Texas.
The fire broke out on Wednesday around 7am at local time and spread quickly.
The Campbell Bureau said he noticed the flames coming up over the roof and immediately warned the residents.
One of them was the mother who threw the girl out the window, who was saved without any injuries from an occasional passerby.
Shuntara Thomas called and begged a young man to pick up her child.
Thomas later thanked 21-year-old Campbell Bureau for saving the girl's life.
