Bekim Jashar's several-year history at the head of a public enterprise is closely linked to his grandson's appointment in two top posts, the creation of a big business and the highly suspicious benefit of a tender by his partner.
It was July 1, 2008, when Bekim Jashar, an independent candidate for Skyright chairman, was first being appointed to a public post. The chairman of the board of directors of Pristina Airport was appointed.
On that day, The PDK was entering the seventh month of power, while Kosovo was entering the sixth month of its declaration of independence.
The symbol was clear. The hero's son Hamez Jashar had everyone's trust to advance statehood.
No one had questioned the education of Bekim Jashar and his credit for leading a public enterprise.
But the son of hero Hamez Jashar, who has been sacrificed for the freedom of the country, took steps in the opposite direction with his father's.
Bekim Jashar's several-year history at the head of a public enterprise is closely linked to his grandson's appointment in two top posts, the suspicious creation of a big business and the highly suspicious delivery of a tender for his partner.
Bekim Jashar's grandson appointed to high positions at Pristina Airport
There are no sacrifices for state-building its actions during the eight-year leadership of a public company, which initially included the entire Pristina Airport and then only the remaining state-owned Tower.
Not long had passed, and, after a year, in 2009, Pristina Airport, led by Jashari, would appoint the new finance director, one of the most important positions in public enterprise. It happened that few had expected. In this important position, his aunt Bahri Nuredini's son was appointed.
During that time, Pristina International Airport was getting ready for concession. In state ownership, only air traffic control was left. The manager staff of the concession company was held to the part that would remain in state management. Bekim Jashar in 2011 would pass to the post of board of directors of the public company “Pristina-The Air Traffic Control airport”.
The same story as that of 2009 would be repeated in 2013. Bahri Nuredini, grandson of Bekim Jashar, would be appointed chief executive chief of this public enterprise. By 2013, Nuredini was the task officer of the company's executive chief.
The newspaper Life in Kosovo reported in January 2013 on Nuredin's appointment in this position. Bekim Jashar had claimed that Nuredin's appointment is no conflict of interest.
I have been declared before other members that they cannot vote for Bahri Nuredin at the moment when his name was proposed by the interviewing commission for Chief Executive Chief. I didn't definitely mention my aunt's son, but it's enough to be reported on thick lines that you're close to someone”, Jashar said.
According to him, other board members had voted in favour of Nuredin. He had said the same happened in 2009, when Nuredini was appointed director of finance at Pristina Airport. The Anti-Corruption Agency has assessed the appointment of Nuredin as nepotism in a position that accounts for his uncle.
Big Business and Suspected tender
Like many other influential people, Bekim Jashar entered the financially profitable high - building market. He is a shareholder at the “Premium Group” company, which is building a large residential complex in Pristina's Lakak neighbourhood. Investments in this multistory residential complex are several million.
There are six other partners, including his nephew Bahri Nuredin. Based on property statements Bekim Jashari has a 50 per cent stake in this company, while Nuredini has only five per cent. Other shareholders who share the remaining 45 per cent are Besim Demaj, Xhafer Demaj, Union Jashari, Fazli Jashar and company “N. 100 %sign”. The authorized person of the company is Hajrullah Lushtaku.
Meanwhile, the owner of the private company “N. 100 %sign” is Avni Jashar. Businessman Avni Jashari, despite his partnership with Bahri Nuredin and Bekim Jashari, has managed to benefit public tender from the Air Navigation Service Agency.
The government has eliminated it as a public enterprise “Aeroport-Control Air Traffic Service”, and has turned it into a government agency called “The Agency of Air Nav Service”. It has no board of directors but gives direct responsibility to the Ministry of Infrastructure. The head of the Agency is Avni Jashari's partner, Bahri Nuredini, grandson of Bekim Jashar.
Kohavision reported in March on irregularities in the tenders of this government agency. KTV had provided a draft of this agency's audit report, which was made by the General Auditor's Office. The audience had found that the procurement for physical separation of the hall was not even involved in the annual plan, nor was the Procuration Central Agency announced.
The winner of this tender was the company of Avni Lushtak, who is partners with Bahri Nuredin of Bekim Jasharin at the residential complex built by Premium Group. This constitutes a conflict of interest situation, since the company of businessman Lushtaku benefits tenders from the government agency led by his partner in private business.
This tender constitutes one of the many suspicious actions of the independent candidate for Skyright Mayor Bekim Jashar. His actions include nepotism and business creation of several million.
There is little danger, however, that Yasar toʹte mentions his questionable exploits. The Democratic Party of Kosovo that has always won the elections in Skenderaj has decided not to appoint anyone as Yasar's opponent. Another parliamentary party, the Initiative for Kosovo, has been declared to support the independent candidate on his way towards the Emperor's chair.
