Ballist Morina, the symbol fan of Albanian football, has been arrested in Croatia on behalf of Serbian justice authorities in order to extradite him to this country. But especially gain reputation from those who support Morina as a symbol. So patriotic protagonism in public eyes. Reactions that not only show amateurism but more cause chaos. The minister of technical interior, who according to the media, has called the Croatian ambassador to Tirana for this problem and is in permanent contact with Croatian authorities. But with what authority? Croatia is a member state of the European Union and the Interior Ministry, together with the Police, have completed their mission to this problem since his arrest for extradition. The issue is in the hands of another institution that, under the division of powers, has completely independence in making decisions.
The Interior Ministry or police have no kind of license to intervene or change the position of this institution. So everything's in the court's price and the first degree is done. Even this minister has no political mandate to justify interest. The same happened to another minister before him in Haradinaj's case, but regardless of everything, he could be justified having the mandate of a elected Albanian people.
Not to lose fans, the Football Federation also releases an announcement under which its President Duka is in contact with the prime minister on the fan issue in question. And the announcement gives the FSHF, not the Prime Minister. The goal is not Morina. But the tranquillity of the fans. Minimizely, if the FSHF is so interested, through the government, to find at least the ways and financial opportunities to assist known lawyers, the symbol fan. The country's possible reaction is that of the Ministry of Justice of the Republic of Albania (just as in Haradinaj case).
In the extradition process following decisions of all scales of the judiciary, the justice ministry is its subsequent link. And it is quite normal that our justice minister is addressing his Croatian counterpart. But what shines with her absence is the Foreign Ministry.
This institution gives the last hand to any extradition case. Our embassy in Croatia owes interest to every Albanian citizen who is imprisoned in his home country. It is his duty to pursue the human and legal treatment of its citizens. Maybe she made her interest without making it public.
So until now, except for the Ministry that justice as a proper competent organ, there are no reactions to other competent institutions. While ironically, all over the media are reflected in the official reaction of the Greek Foreign Ministry and its president to several houses that are breaking up in The Source. Clearly, our neighboring countries, with or without right, deal with these problems with proper legal and institutional mechanisms.
From our country all speak, everyone reacts, except for competent authorities. And all this is just one side of the medal. For Ballist Morina, Belgrade authorities investigated and concluded on his possible guilt.
Institutionally, this problem was given international proportions (such as Haradinaj case). We can say what we want, but they did their job. For events charged by Morina, a match was interrupted, and world football authorities gave 3 points to Albania. Thus, administrative evidence was found that violence was exerted on our footballers.
Regardless of what Serbian authorities may have done, the question naturally arises: did the Albanian competent authorities carry out administrative action against ultra-Serb fans? Who were those who practiced violence? Nobody in Albania knows anything. But Ballist Morina was arrested. And it's not about raves, nationalism or reciprocity, it's about law and will in its application. In October 2010, in the Italian-Serbia match -- Serbian ultrasy Ivan Bogdanov -- burned the Albanian flag in front of the world. The insult has nowhere to go further. Even if the Italian state condemned him for the move, the Albanian state has other measures of administrative nature that it can take against it and the excited elements of fanry in concrete Serbian and other neighbouring countries.
When on the 08.02.2017, a 17-year-old Albanian in “Gaios Paxon”, Parga, Greece, made the symbol of a two-headed eagle on a Greek flag board, the Greek judicial authorities expelled him from the territory of this country with “insults against the national symbol” and proclaimed the unwanted “Well or wrong, it is a judicial authority that made the decision.
So our neighboring countries are very serious about their symbols. If the cases were counted, they would be numerous, but what matters and which unfortunately does not work are competent Albanian institutions that do not do their job. Unless they have the opportunity to prosecute persons who in foreign territories harm the interests of Albania, Albanians or desecrate its national symbols, to declare them “undesirable” and not be allowed to enter Albania (less important whether they enter). Albanian law is complete in this direction.
It has clear institutions that need to co-ordinate work on these cases. This law is even followed by illegal acts and standard procedures. (It would be enough for the leaders of any neo-Nazi party in the region or the ultrasyse of neighboring countries to make a list of no small ones. )
While insults against Albania, its territorial integrity, national symbols from abroad, and even from within Albanian territory, have not been missed. Never do administrative and legal mechanisms go into effect, though on these major and delicate issues legislation is complete. And if not, get rich.
