A woman for the president!

Constitution of the Republic of Albania, Administrative Procedure Code, Law No.9131, date 8.9.2003 “for ethical rules in public administration”, Law No.9367, date 7.4.2005 “for preventing conflict of interest in the exercise of public office”, Constitution of the Council of Ministers No. 420, the date 8,6,2016 for the adoption of the Republic of Albania State ceremony, as well as a series of constitutional institutions or not, who eat bread for that purpose, roar in the face of every Albanian with two grams of brains, whether it is a lawyer or not, that it is consuming a scandalous legal constitutional violation in relation to the election of the president of the Republic, while his wife is head of a political party.

The declaration of the president of the Republic's wife who does not prefer to be part of the ceremony for the start of the president's office and that she does not prefer to be the first lady, I personally consider scandalous, both constitutionally but also in terms of national morality. The Albanian state with Council of Ministers ruling no. 420, the date 8.6.2016 “for the adoption of the Republic of Albania State ceremony” determines in the article involving the president of the Republic the following:

The president's “President's wife enjoys the title of the country's first lady. It is a public personality and enjoys special treatment. The president's wife, everyone goes to Ma'am. (name ward)”

With this quote of this legal act published in Official Library No. 106, June 14, 2016, I want to show that the president's wife already has only two choices, either to be the president's wife, or to be the sole head of the party leading, but by no means both cliques and pirouettes, which are minimally infantic, to the extreme humiliation of both the Albanian state's seriousness in the national but international plan.

Understandably, with this thoughtless statement of the president's wife, it is required to avoid something that is inevitable, the consumption of conflict of interest. It is known that with the Constitution of Albania as the highest act of this state clearly sanction two things:

Article 86: “The president of the Republic is the head of state and represents the unity of the people”.

Article 89: “The president of the Republic cannot retain any other public task, be a party member, or perform any other private activity”.

The president of the Republic despite being a senior official of the Albanian state, is subject to the law quoted by Law No.9367, the 74.2005 “for preventing conflict of interest in the exercise of public functions” and, as such, he and his spouse, children in adulthood, and the parents of the official and the husband/husband have prohibited by law the exercise of activities just when family activity is compatible or expected with the scope of the official's jurisdiction and competence to act with individual norms or norms, whether he has an official or an official, or an official, when there is a role in the role of those acts. Not only that, but by law it is determined that family members have a ban on private activities and a commitment as directors in lucrative or nonprofit organizations but also on private businesses.

I wouldn't want to do a detailed legal and constitutional analysis, since the first one is necessary, that everything is very clear, and not only that, but Albania as a democratic state also has a well-paid institution since the name “High Inspector of the Declaration of Riches and Conflict of Interests”, which is paid to prevent precisely the consumption of conflict of interest. You just write the term conflict of interest and it will open before your eyes not only legal and underground acts in its application, but also institutions paid by Albanians that this very crime warned not to happen. And not only is the conflict of interest the most diabolical expression of corruption, but also that the very conflict of interest, legal and administrative acts drawn along its consumption, transforms speeches into null acts. Albania does not have the luxury of continuing to appear as before Albanians, but also before internationals as a state where corruption and conflict of interest as its cleanest presentation are elite. Albania does not have the luxury of continuing to pay tribute as if it did not see, listens, does not speak, and does not respect even the laws and institutions it has legalised.

I think that the president's wife should enter the constitutional, dignified and national costume of the president's wife should first leave the party mandate she has, both in the parliamentary plan, but also in the political plan, clearly positioning in establishing a serious national institution, such as the president of the Republic. I continue to insist that no business or personal interest should and cannot come up with the Constitution of the Albanian state. I hope the president's wife Monday chooses to wear an official suit, not a beach suit.
