Kosovo's late President Ibrahim Rugova, for the first time as president, on November 28, 2002, has congratulated all Albanians for the 28th celebration.
This is Ibrahim Rugova's triumph in 2002:
On Flag Day, November 28, I express my sincere and proud wishes, as we all feel and honor this day.
The 28th day of November is the most marked date in modern Albanian history after the 28th November Kastriot-Kunderbeu. November 28th of 1912 is also the Day of Albanian Independence, which was cut short without the will of Albanians. In these 90 years, Albanians were strengthened in all their parts. Kosovo's independence, based on the expressed will of the people, would calm Kosovo, all Albanians and this part of Europe and the world.
So an independent Kosovo, integrated into NATO, the EU and permanent friendship with the US, is the definition of its people. On Flag Day, it will stress that the strengthening of Albanians in Macedonia, the Presevo Valley and Montenegro, is evivent and progress-wise.
Likewise, Albania is on good track to democratic and economic consolidation. For these three years after the war, Kosovo has had great progress in all areas of life. This is done with the support of our friends and in co-operation with UNMIK and KFOR.
Thus, Kosovo is increasingly strengthened as a society and democratic state, for the benefit of all its citizens, and expects formal recognition, which would speed up democratic and economic processes.
