The fact that Kosovo has more voters than residents is due to the non-cleaning of the civil registry, with even the voter list cannot be changed without the registry being changed.
So stated during an interview with the newspaper “Voice” O'S mission chief The SEU in Kosovo, Jan Braathu, adding that there is always danger of ongoing irregularities if the dead figure on the voters' list.
Ambassador Braathu has indicated that even European Union observers, who have participated in the recent parliamentary elections, have made two recommendations for Kosovo institutions -- a great effort to remove dead persons from the civil registry and then also from the voters' lists, as well as to have a unified address system in Kosovo.
The OSCE mission in Sunday's local elections will send 220 representatives to Kosovo's northern municipalities, which will provide technical advice to municipal commissions.
As for the possibility of northern Kosovo Serbs on election day voting by Serbia's documents, Ambassador Braathu has said that according to CEC guidelines, such a thing is possible.
“We follow the CEC's guidelines, and the latter has made a decision to follow the Electoral Law. In the Electoral Law, there is a list of accepted documents: valid IDs, which means, even before Brussels' dialogue, but which has also been reconfirmed in Brussels dialogue, valid Serbian identities, driver's license.
