1. Silence for collective silence

 

In a research/analysis about the situation at the University of Pristina, while I was part of the Preportr newspaper that works within the organization Arise, I have concluded that the UP's currently needs nothing autonomy. Ironically, the chorus of UP's autonomy attorneys has joined civil society organisations (and arise having published that article), which are calling for account by Prime Minister Haradinaj for the dismissal en Block members of the Accreditation Agency board. However, Haradinaj's decision on dismissals in question, despite support of political interventions I do not understand and I do not know what is intended.

Former Rector Himself UPP, Ramadan Zejnullahu, in an authorial writing, called desperately for professors to give up irregular advances. That's pretty much a public secret. Everybody knows it, but nobody says it. Even if she says so, she doesn't even make the most minimal effort to understand the terrible consequences that the UPI has today as a result of its national contribution. Political institutions, thought and organised have never intervened at the University of Pristina. As a result, with his autonomy, the university was completely subject to its first and postwar social divisions. Before the war, they felt unjustly that they contributed to the national issue by closing their eyes before the academic non-preparation of the kuad. After the war, disks had no cause for justifying society's weakness, so what they did was a complete opening of doors for anyone who wanted a degree or who wanted to become a university professor. In an uneducated society like ours, the demand for ease in schooling and study is quite expected. But, to that requirement, it must be resisted, and the UPI did not have the power to resist. It was transformed, and as a social demand servant, it is still present.

Of course, there are powerful people in the UP. There are professors who move towards the most powerful political parties in Kosovo. But the downside of the UP's hasn't started. They are not served by their parties for their academic positions. All these professors want, and anyone who fears criteria and a strengthening of this university is maintaining this situation. We're critical, they're closed and nothing changes.

2. Priority

 

If we accept that political interference in the UPA is warranted for its well-advised and organized, then I believe it should be three key priorities: 1) the enforcement of ethical and disciplinary commissions. But this is more on the strategic level (as are priorities, operational enterprise). The goal is to insist on the implementation of the statute. It needs to be increased and punitive functioning. No punishment, no matter how painful, can improve. Official or informal operational groups must be formed that would oversee the professor's performance in legalisation and exams. Why not, as do other prestigious universities in the world, record at least social and human science branches and be published on YouTube. This would be a process that would immediately increase accountability, creativity and therefore quality. The syllabus exist, just as there is a student's methodology of swimming, but we're all witnesses that they actually aren't respected exactly as no professor says. These ethical and disciplinary commissions and leading groups would also address the issue of academic advancements, not allowing offenses or even punishing them. Not easy, but necessary work. As a strategic part of this process of establishing quality at the university, it would have to be the re-tapping of all accession exams and, at one time, the identification of possible irregularities in that process. Even if the UP would lose a lot of students, and it would depend financially on the government, that would not hurt her situation because autonomy The UPP has not been affected or affected by different policies involving higher education.

2) Review of all the texts used. Including a critical review of them. It's not just books to read and understand, it's also about prepared syllabs and courses in general. It is evident that many texts do not deserve to be part of the university syllabs, while it is also the popular learning phenomenon through réscripts prepared by students and professors. This would hit the harmful practice of inprovising, and would give great impetus to the clearer preparation of research courses followed by various UPI branches and the very quality of the study itself. Most of the branches in the three - year course (or, four or more) design are not clear what they want students to achieve at the end of the course, and what knowledge they want to teach them. This is a big problem. Because, we're talking about a public university that has left the research process well-trained, and that doesn't understand what works.

3) A professor's push for scientific research. UP does not produce science. There is no serious scientific magazine, and it cannot stimulate scientific engagement. Of course, the steps I mentioned as part of the two priorities above would also help the third step through the creation of another spirit, which would spread throughout the university. But perhaps another step is important in order to get out of the unnecessary simulation where “pretend to be science, legalize and pretend to be professors”. The step that comes to mind is simply creating a fund for funding scientific research.
