The municipalities paid 126.6m euros last year for judicial and final decisions

The payment of municipalities for judicial and final decisions in 2025 has marked a 47% increase compared to 2024.
According to the GAP Institute, municipalities for the past year have paid 126.6m euros.
According to GAP these judicial and final obligations come from collective contracts in education and health, the 2008 government decision on additional payment based on qualifications. Compensations for files, transport and inflation for civil servants, delays in payment to suppliers, failed capital projects.
Groups with greater GAP payment growth
Pristina: 10. $ 6M → 45. 7M (+332%) , Leposaviq: 168Km → 707K m (+319%), Mamush: 51Km → 179K $ (+249%) , Ferizaj: 3. 3 million → 8. $2m (+153%) , Prizren: 5. $ 6M → 12. $7M (+12.8%)
Several municipalities managed to lower payments: Peja -66%, Fushe Kosova -41% Dragashi -55%.
