ZAHA: MPB paid over 119 thousand euros for Serbian employees who never went to work

The Ministry of Internal Affairs has continued to pay salaries for a group of employees who, according to the National Audition Office, have never exercised their duties, while the issue remains unresolved due to administrative procedures and complaints in competent institutions.
The audit report indicates that it is about employees of the Serb community who were arranged under the Government's No decision. 06/39 of 2015, with the goal of their integration into the institutions of the Republic of Kosovo.
“Since the signing of their appointments, these employees have never performed duties for the ministry, while salaries have continued to be paid regularly”, the report reportedly broadcast Klankosova.tv.
The report recalls that setting (QRK) no. 04/2024 for work schedules, holiday and follow-up of public officials must register every public official in the electronic system of follow-up, while specifying that “responsives of the executional identity of the official is counted as a lack of work. ”
During 2025, The MPB took steps to address this situation by transferring these officials to the Documentation Centers and Auto-registering Centres under the Civil Recording Agency.
However, the process has not been completed. Four officials have left civilian service with disciplinary measures, and since September 2025 they have not been paid. Meanwhile, 15 others have rejected the decision to transfer and have filed complaints with the Independent Council for Civil Service, leaving the issue still open.
According to the report, during the year 2025 alone, the value of wages realised for 19 employees who had not continued their work amounted to 119 thousand and 999 euros.
The audience estimates that the <x0-page wage in the absence of job follow-up constitutes irregular payment and causes damage to the ministry's budget. ”
For this reason, the National Auditing Office has recommended that the minister monitor the situation and ensure that further actions are in line with legal requirements, with the aim of final resolution of the issue.
