Enver Hasani colds for prosecution interview over Puka diploma claims

Hasan has confirmed that he has been invited to question the Constitutional Prosecutor in Pristina on 17 March 2026.

The move comes after Professor Envar Hasani, in the interview given for “Justice Trust”, had said there is evidence that the dean of the law faculty, Avni Puka, has the degree of forged doctorate, also has plagiarism. For this, he had indicated that he was never invited by the Prosecutor to give his evidence.

In this regard, “Law Trusti” contacted and marked Puka to take a stand on it, but that until the publication of this report, no response has been given. The report will be updated when the answer is accepted.

The Constitutional Court's Prosecutor in Pristina on February 26th 2026 has announced that following statements by former Constitutional Court Chairman Enver Hasani on the “Justice Vow show” has issued authorisation for Kosovo Police to take investigative action for the claims raised.

The state prosecutor has carefully conveyed the statement of former Constitutional Court President Mr. Enver Hasani, given on the “Justice Vow” show, aired with the date 25.02.2026, which has stated that in the case denounced by him, he was not invited by the prosecution. Conform claims filed by Mr. Hasan on his high profile show that he has evidence regarding the case being denounced by him, all in terms of revealing the incriminating actions of the person or persons suspected of this case, as well as providing additional information and evidence, in order to make the case a total bleach...”, the statement said.

Professor Envar Hasani, in the interview he has said there is evidence that the dean of the Law Faculty, Avni Puka, has the degree of forged doctorate, also has plagiarism. For this, he had indicated that he was never invited by the Prosecutor to give his evidence.

“Justice Vow “had reported that, on April 16th 2025, the Constitutional Prosecutor in Pristina has decided to close the case with the official note to the UN Faculty of Jurydi at Pristina University “hasan Pristina”, with the reasoning that he allegedly doctored at the University of Rome “La Sapienza”, who presented the original protected UP degree.

Pristina Constitutional Prosecutor's Chief Prosecutor, Zejrullah Gashi, had declared for “Justice Trust” that the case was closed with an official note after prosecutorial evidence received from the UPP proved so.

“Yes, with an official report because our evidence, followed by the prosecution, which was provided by the University of which was received on the basis of answers received by Italy, has come to that conclusion. But if there is evidence (of the truth) beyond that which we have, then there is one who has committed a sin therein, or a liar, or (at least) one of the two parties. These claims we need to prove to”, Zejnullah said.

Professor Hasan, on June 19, 2023, had presented his allegations to the Prosecutor that Puka committed criminal acts “Deception” by Article 323 of the Penal Code and “Forging documents” from Article 390 of the Penal Code. According to Hasani, dean Puka has lied to perform the doctorate at the Jurydical Faculty at the University of “La Sapienza”, in Rome, Italy, and that the subject of the doctorate conducted at the UPP is plagia.

For these claims, the prosecution had ruled for closure of the case, arguing that following the investigation, Prof.Asoc proves. Dr. Avni Puka, doctored at Rome University “La Sapienza”, who presented the original protected UP degree.

Dr. Avni Puka” said in the Prosecution's reasoning.

So, according to the Prosecutor, based on the administered evidence, there is no basis for reasonable or justified doubt that Puka is a perpetrators of such acts or any criminal acts that are followed according to official duty.

We consider that criminal responsibility should be proved and that no one can be charged on the basis of assumptions without any direct and convincing evidence that would accurately describe the existence of facts pertaining to the carrying out of criminal work”, the prosecution's closing report said.

However, the prosecution had left open the possibility that if new evidence was presented in the future, the opportunity could again be opened.

A day earlier, on February 25, 2026, Professor Enver Hasani in an interview for “Justice Vow” had mentioned his claim, saying he was never invited by the Prosecutor to present the evidence.

Asked again if he was aware of this decision of April 16, 2025, he has said “never. It's the first time I've ever heard of him”

While, regarding how he praises the decision to close the case by dismissing his claims, Hasani had said his claims have not fallen.

My claims have not fallen, because I have other evidence that fourfold confirms that Avni Puka did not protect the doctor's dissertation at the Law Faculty of “La Sapienza”, as he claimed before the Council of the Jury Faculty and the reactors that have drafted a positive report for his advancement in the current” call, Hasani has said.

According to him, that degree was released by Avni Puka after Hasani claims to have stated publicly and with arguments, that Puka has never completed doctoral studies at the Faculty of Jurydic at the University “La Sapienza”

Neither the State Prosecutor nor the Ethics Council have the competence to nominal the scientific titles won outside Kosovo. I can do this alone NARIC, that works within August. Hasan stressed that this is why he has never been invited by the Prosecutor or the Ethics Council.

These claims by Enver Hasani, dean Puka in 2022, had been described as slander and insult. He said that any claim should be directed to relevant institutions, without damaging the faculty image and denigrating and insulting his colleagues.

On charges of my academic and scientific integrity, I have no problem, because my doctorate is the product of my work and several-year dedication ( verified by commissions, professors' mechanisms with academic credentials). Yet, because of public accusations, I will address this issue to competent authorities, to prove such a thing”, he wrote.

He was willing to whitewash any claim, according to his groundless, warning he would not tolerate insults and blackmail and use all legal means permitted.

And on February 12, 2024, the Ethics Council The UP's, he had made a decision stating that based on the Rome University's statement “La Sapienza”, Italy, and the presented degree confirm the authenticity of completing doctoral studies by Professor Puka.

The Council had also found the authenticity of working the Puka doctor, according to them, based on the professional expertise report.

The Ethics Council, among other things, had found that, based on the answer of the Kosovo Agency for Accreditation and other competent bodies of the University, confirms the respect of the standard framework and academic standards in the procedure of advancing the Puka dean.

After taking the decision by the Ethics Council, Avni Puka had reacted by saying that during three years of duty exercise as a dean of the Jurydic faculty, no assault, slander, or other form of blackmail has deterred him, stressing that he has been determined to prevent the abusive influence of individuals and groups, as well as to implement deep reforms which, according to him, have transformed the Jurydic faculty.
