Zejnullah Gashi nominated for Chief State Prosecutor

Kosovo Prosecutorial Council (KPK) at the 298th meeting Monday has nominated candidate Zejrullah Gashi for the chief state prosecutor. This candidate is nominated to President Albulen Haxhiu's post for decree.
Gashi received the simple majority of votes, that is, five votes altogether. Rafet Halimi, on the other hand, received one vote and no candidates.
Following the voting process, the KKP nominated for decree in the position of Chief of State Zejrullah Gashi.
There are five candidates in the race and that: At and Dema, Naim Abazi, Rafet Halimi, Sheldon Fazliu and Zejullah Gashi, reports “Justice bet“.
Initially, leader Arrian Gashi said the appreciative panel in support of the Secretariat has handed over the list of candidates for the chief state prosecutor. Later, the panel has opened applications including documents collected by the Secretariat.
Gashi added that the panel has found that five candidates have met the criteria for the chief state prosecutor's position. The list is confirmed by the KKP.
Later, the chairman added that each candidate's concepts have been published.
He added that the interviews were monitored by international partners and civil society, where invitations have been made public.
The interview process, Gashi said it was conducted by the panel independently, and resulted in candidates being targeted this way: Zejnullah Gashi 91.6 points, Father and Dema 89.3 points, Naim Abazi 89 points, Rafet Halimi 87 points and Albanian Fazliu 86.3 points.
After that, he said the candidates have been notified with the right to complaint, and after that procedure, the final report, with which the list of candidates has been recommended: Zejnullah Gashi, Father and Dema, Naim Abazi, Rafet Halimi and Albanian Fazliu.
After these clarifications, the Council passed the secret vote. From this vote, member Milot Krasniqi abstained, who said he is abstained because of the positions he has taken regarding the process.
After conducting the interview process on July 1, 2026, the rating panel released the results, under which candidates were posted this way: Zejnullah Gashi 91.6 points, Father and Dema 89.3 points, Naim Abazi 89 points, Rafet Halimi 87 points and Albanian Fazliu 86.3 points.
KKP has also published interviews with five candidates.
The complaint over the assessment received during the selection process had prompted the candidate for Chief State Prosecutor, Father and Dema. But the Council rejected his complaint at the July 10, 2026 meeting.
Otherwise, on June 19, 2026, with 6 votes per and 1 against, the Kosovo Prosecutorial Council (KPK) has approved the candidacy of five candidates that have entered the race for the Chief State Prosecutor.
Currently, prosecutors who have applied for this position and meet the conditions according to the criteria are:
At and Dema's prosecutor at the Kosovo Republic Department for Investigation of Terrorism,
Naim Abazi possibly the prosecutor at the Kosovo Republic Department for Investigation of Corruption and Financial Crime,
Raphet Halimiı prosecutor at the Kosovo Republic Department for Investigation of Corruption and Financial Crime,
Albanian Fazliu Prosecutor at the Office of State Prosecutor,
Zejnullah Gashiık chief prosecutor of the Founding Prosecutor in Pristina.
By contrast, “Justice Vow” a day after the end of the contest on June 11, 2026 had reported on the five names of candidates for the chief state prosecutor.
We remember that the decision to announce the competition for the chief state prosecutor was made at the Kosovo Prosecutorial Council meeting on May 18th 2026.
After the competition was declared, Kosovo Republic of Kosovo's chief special prosecutor, Blerim Isufaj, had filed charges with the request for a measure of security at the Administrative Court, demanding that the competition announced by the KKP be suspended, but the Administrative Court had rejected the request.
