Brussels nominated German Dirk Schübel Special Representative for Kosovo, RI.

The European Union Council has named German diplomat Dirk Schebel as the new EU Special Representative for Kosovo. The announcement was made Monday through the Council of the European Union official page.
Under the decision, Schübel will take office on September 1st 2026, with an initial two-year mandate, following Estonian diplomat Aivo Orav, who released his post in March of this year to engage in Turkey.
The official announcement reportedly is a senior European diplomat with extensive experience in leadership positions at the European Ministry for Foreign Action (EEAS), the European Commission and Germany's Foreign Ministry. Currently, he is chief of the Russia Division at EEAS.
Earlier, he served as the EU Special Envoy for Eastern Partnership from 2022 to 2024. Also, he was chief of the EU Delegation in Belarus from 2019 to 2022 and Moldova from 2009 to 2013, where he played a key role in advancing the European Union's engagement in the eastern neighbourhood.
According to the EU Council, the Special Representative's mandate for Kosovo is focused on promoting a stable, democratic and multiethnic Kosovo, supporting the country's European perspective through public communication and engagement with institutions.
It will monitor progress in political, economic and security priorities, contribute to strengthening rule of law, protection of human rights and non-communal communities, and promote political co-ordination of the European Union in Kosovo.
Similarly, Schübel will provide political guidelines for the EU Mission for Rule of Law in Kosovo (EULEX) and will support dialogue between Kosovo and Serbia, aimed at strengthening regional stability and good neighbourly relations.
